View original image[Asia Economy Reporter Kang Juhee] The Presidential Transition Committee is reportedly seriously considering relocating President-elect Yoon Seok-yeol's presidential office from the Blue House to the Ministry of National Defense building in Yongsan-gu, Seoul. This is because the Ministry of National Defense building offers many advantages over the initially considered Gwanghwamun Government Seoul Office in terms of security and protection, although some critics argue that it is far from the intention of strengthening 'communication with the people.' If the presidential office is moved, the Ministry of National Defense currently housed there will inevitably have to relocate, raising concerns from a security perspective as well.
On the 15th, the Presidential Transition Committee began reviewing plans to establish the presidential office in the Ministry of National Defense building after President-elect Yoon's inauguration. Kim Eun-hye, spokesperson for Yoon's side, stated, "We are reviewing several candidate sites, including Yongsan." While the Government Seoul Office main building and the Ministry of Foreign Affairs building remain options, there is growing support for relocating to the Ministry of National Defense building, which can alleviate security and protection concerns compared to Gwanghwamun.
The Ministry of National Defense building is praised for already having security facilities suitable for presidential use. It has underground bunkers and a helipad that can be used in emergencies, as well as the Defense Convention Center, which can replace the Blue House's state guesthouse. The site is spacious and relatively easy to isolate from the outside, which is also considered an advantage. If the office were established in Gwanghwamun, the underground bunker, helipad, and guesthouse would have to continue using the existing Blue House facilities, but the Ministry of National Defense building is fully equipped, allowing the Blue House to be fully opened to the public.
From a location standpoint, the transition committee explained that since the current Yongsan U.S. military base site is being developed into a park, it aligns with the intention of being closer to the people for communication. If the office moves to the Ministry of National Defense building, plans are reportedly underway to use the Foreign Minister's residence in Hannam-dong or other official residences as the presidential residence.

View original imageHowever, challenges remain even if the office moves to the Ministry of National Defense building. Relocating the presidential office there would inevitably require the Ministry of National Defense to move elsewhere, potentially creating a security gap. On the 16th, former Ministry of National Defense Defense Policy Director Yeo Seok-ju expressed concerns in an interview with MBC Radio, saying, "(The Ministry of National Defense building) is the hub of the defense system built over the past 70 years and a defense asset into which tens of trillions of won of taxpayers' money have been invested," adding, "The minimum necessary time and space for relocation must be guaranteed, and if not, the damage will result in a security gap or the loss of defense assets."
There is also consideration of establishing the presidential office within the Ministry of National Defense site through spatial reallocation without relocating the Ministry itself, but critics argue that concentrating critical national facilities in one place could pose security risks. Former Director Yeo said, "The Joint Chiefs of Staff of the Ministry of National Defense is a place where weapons loaded with ammunition are always stationed, so having the president located nearby at all times is illogical from a security standpoint," adding, "Unless it is an emergency measure during war or crisis, it is highly unrealistic for the presidential office to coexist with the Ministry of National Defense during peacetime."
Above all, questions arise as to whether the Ministry of National Defense building is a suitable place for the presidential office's intended purpose of 'communication with the citizens.' While it has advantages in security and protection, its openness is limited, leading to criticism that it may not be much different from the Blue House. If a significant budget is spent on relocating the presidential office but the original intent is not realized, it could face criticism that it would have been better not to do it at all. However, President-elect Yoon's determination to relocate the office is said to be firm. Spokesperson Kim Eun-hye emphasized, "The initial declaration of political reform and the intention to move out of the Blue House stem from President-elect Yoon's long-standing will to enter among the people and prioritize communication," adding, "The possibility of returning to the existing Blue House is zero."
There are also positive views on relocating to the Ministry of National Defense building if the purpose of 'communication with the people' can be fulfilled. Namgung Seung-pil, a professor of military studies at Woosuk University, said, "The Ministry of National Defense site is very large and well-equipped with facilities such as underground bunkers, so relocating the presidential office is quite feasible. However, Yongsan may be difficult to accept in terms of communication, so it might be worth considering setting aside separate time, such as the president commuting to the Government Seoul Office about once a week."

He added, "In a divided country like ours, it is not bad for the Minister of National Defense and the president to be together. If space is an issue, the Ministry of National Defense can remain as is, and only the Joint Chiefs of Staff could be relocated to Gyeryongdae."
