SH Implements Organizational Restructuring to Advance Five Major Innovation Initiatives
[Asia Economy Reporter Kim Min-young] Seoul Housing and Communities Corporation (SH Corporation) announced on the 14th that it has carried out an organizational restructuring reflecting changes in internal and external management environments, including the SH Corporation's 5 major innovation plans, and completed personnel appointments according to the reorganized structure.
The direction of this SH Corporation organizational restructuring includes ▲ establishing an execution system to practice safety management and transparent management ▲ setting up one center per district (Housing Safety Comprehensive Center) to establish a Seoul-style housing welfare delivery system ▲ reorganizing the development project promotion system to expand the supply of quality housing ▲ strengthening core functions and consolidating similar functions in response to changes in the management environment.
Since 2019, Seoul City, SH Corporation, and the Seoul Institute have jointly operated a task force (TF) for organizational restructuring and collected opinions, and finalized the restructuring through board approval last February.
Looking at the main contents, a Safety Management Office was newly established to strengthen field-centered safety management, aiming for zero occurrence of serious accidents. Along with this, Housing Safety Comprehensive Centers providing one-stop housing welfare services were established in each autonomous district to offer customized services based on income, household size, and housing type to all citizens.
To significantly improve the quality of public housing, a Project Planning Office was newly established alongside the Housing Quality Innovation Department to secure new housing project sites and develop affordable housing models.
Similar function departments were consolidated, including the integration of the Future Strategy Office and the Planning Coordination Office, and about 30 temporary organizations that were operating on a temporary basis were abolished.
SH conducted a position recruitment for department heads in five key departments, including the core execution departments of the SH Corporation's 5 major innovation plans jointly announced with Seoul City last November and the department overseeing serious accident prevention, and appointed department heads among a total of 38 director-level personnel in the reorganized organization.
Furthermore, in personnel appointments at the director level, a personnel verification committee with a majority of external members was formed to thoroughly verify not only job competency but also integrity, ethical awareness, evaluations from superiors and colleagues, and real estate ownership status, resulting in over 80% of personnel being replaced.
