Five Special Employment Types Including Golf Course Caddies to Mandatorily Enroll in Employment Insurance Starting July
Five additional occupations, including golf course caddies and information technology (IT) software freelancers, will be subject to mandatory employment insurance coverage starting this July.
On the 4th, the Ministry of Employment and Labor announced that the Employment Insurance Committee resolved to apply employment insurance to these special-type workers (STWs) as part of an additional coverage plan.
The additional coverage plan includes applying employment insurance from July 1st to five STW occupations: IT software freelancers, freight truck owners (distribution delivery drivers, parcel trunk line drivers, specific item transport truck owners), golf course caddies, tourist interpreters and guides, and children's school bus drivers.
Until now, the government has been gathering opinions through the Employment Insurance System Improvement Task Force, which includes labor, management, and experts, as well as the Employment Insurance Committee, to select additional STW occupations for employment insurance coverage.
Since last July, employment insurance coverage for STWs was implemented for 12 occupations including insurance planners. From January this year, two more occupations?quick service drivers and substitute drivers?were added. With the addition of these five occupations in July, the total number of covered occupations will increase to 19.

The Ministry of Employment and Labor plans to prepare an enforcement ordinance draft based on the Employment Insurance Committee’s resolution and will announce it for public comment by the end of this month.
