Gwangju Seo-gu Conducts 'Village Government Revitalization' Training
[Asia Economy Honam Reporting Headquarters, Reporter Shin Dong-ho] On the 28th, Seo-gu, Gwangju Metropolitan City announced that it conducted training for about 100 people, including administrative welfare center staff, temporary workers, and resident autonomy committee members, to revitalize the village government.
The village government grants practical authority and decision-making power by allowing the administrative welfare center to directly select necessary projects for the village and carry out everything from budget allocation to execution. It hires temporary personnel to directly manage garbage and frequently visits and manages senior citizen centers in the village, which is the base of our lives.
It also manages and inspects children's parks, aiming to provide public services quickly and closely to residents.
The main delegated tasks include ▲ cleaning side roads and maintaining advertisements ▲ managing children's parks ▲ verifying the residence status of basic livelihood security recipients ▲ receiving and handling natural disaster damage reports ▲ operating public small libraries ▲ supporting autonomous crime prevention activities and managing posts ▲ supporting the activation of resident autonomy, among others. A total of 17 public service tasks closely related to residents' lives will be gradually delegated by the second half of this year.
The training on this day was the first step to solidify the 'Village Government Delegation Project in Daily Life,' a Seo-gu type autonomy model. It was conducted for 18 administrative welfare center staff and temporary workers, including system explanations and detailed training on village environment maintenance to promote a broad understanding of the village government.
On the 24th, Seo-gu made a case presentation titled 'Direct Budget Allocation for Dong (Neighborhood) Related to Village Government Revitalization' at the 'Eup, Myeon, Dong Development Plan' local government field case sharing meeting hosted by the Ministry of the Interior and Safety.
During the in-depth discussion, it received great responses with high interest and questions from experts, and it is expected to be shared as a nationwide best practice.
A Seo-gu official said, “As the village government is our first step to proactively respond to the era of local decentralization, we will build a village government network and, under close cooperation between the public and private sectors, expand and develop it step by step to live up to the title of the village government closest to my life.”
