The Business Continuity Plan (BCP) is a crisis response system prepared in advance to ensure that an organization's core tasks can continue through rapid and systematic responses even in crisis situations. In response to the rapid increase in confirmed and quarantined cases due to the spread of the Omicron variant virus, the district has established a comprehensive system to prevent the suspension of essential administrative tasks.
Accordingly, 145 projects across eight sectors covering seven core tasks?disaster safety, health, administration, livelihood, welfare, communication, and urban management?were selected within the institution. Available resources were identified, and phased personnel operation plans were prepared.
Detailed and meticulous alternative personnel operation plans for individuals, teams, and departments in case of infection were included to enable rapid response in the event of cluster infections. The same BCP establishment guidelines were delivered to affiliated organizations responsible for community-based services, such as the Urban Management Corporation, Seongdong Cultural Foundation, and Future Job Corporation, which also developed detailed implementation plans.
Previously, in preparation for the surge in COVID-19 cases, the district proactively expanded beds at residential treatment centers, operated safe accommodations, and supported quarantine taxi fees. It quickly provided 2.5 billion KRW in disaster relief funds to vulnerable groups in COVID-19 blind spots and distributed two self-diagnostic kits per elementary school student early this month in preparation for the graduation season, actively responding to the spread of COVID-19 in the region.
Additionally, by securing self-test kits in advance, the district urgently supplied 5,000 self-test kits to the police and fire stations earlier this month. With the BCP in place, the district plans to actively respond to administrative gaps amid the rapid spread of Omicron and provide stable public administrative services.
Jung Won-oh, Mayor of Seongdong-gu, said, “Despite several waves of the COVID-19 pandemic, the great patience and cooperation of Seongdong residents in following quarantine guidelines have helped protect the safety of the community. We will do our best to maintain continuous administrative services without work interruptions through meticulous and detailed response plans.”

Geumcheon-gu has been concerned about reducing household waste generated by the increasing annual output of ice packs and coffee grounds. Accordingly, in the second half of last year, the number of ice pack collection points was expanded from 11 to 45, and coffee grounds collection points from 3 to 15, expanding the recycling project.
The Geumcheon Regional Self-Support Center is a social welfare institution entrusted with self-support projects by the Hyemyeong Welfare Foundation from the Ministry of Health and Welfare and Geumcheon-gu. According to the agreement, the center will be responsible for collecting and transporting ice packs and coffee grounds discharged from the expanded collection boxes.
Through this agreement, Geumcheon-gu will not only reduce household waste but also provide meaningful jobs to self-support workers affiliated with the regional self-support center.
The ice pack and coffee grounds recycling project separately collects ice packs and coffee grounds discharged from community service centers, apartment complexes, and coffee specialty stores located in knowledge industry centers in Gasan-dong. Ice packs are reused at the Usimarket in Doksan-dong, and coffee grounds are recycled as compost by agricultural cooperatives. Last year alone, Geumcheon-gu recycled 39 tons of ice packs and 48 tons of coffee grounds, achieving significant reductions in household waste.
