Seongnam City Allocates 130 Million Won for Illegal Advertisement Collection Rewards
[Asia Economy (Seongnam) = Reporter Lee Young-gyu] Seongnam City in Gyeonggi Province will invest 130 million won this year to implement the 'Illegal Advertisement Collection Citizen Reward System.'
The collection targets include unauthorized posters attached to utility poles, street trees, streetlights, traffic lights, and building exteriors; obscene and decadent flyers and business cards illegally distributed on roads, residential areas, and vehicles; and banners (including scroll-type) installed in locations other than the designated bulletin boards by Seongnam City.
The reward amount varies depending on the type and size of the advertisement.
For posters larger than A4 size (21cm * 30cm), 4,000 won is rewarded per 100 sheets, and for those smaller or equal to A4 size, 2,000 won is given. For flyers larger than A4 size, 2,000 won per 100 sheets is paid, and 1,000 won for smaller sizes. Banners are rewarded 1,000 won per piece regardless of size, and scroll-type banners receive 500 won per piece.
In the case of illegal banners, to prevent complaints, up to five participants per 50 neighborhoods will be selected, receive training, and be issued enforcement officer IDs to collect them.
The reward is paid up to 30,000 won per person per day and up to 200,000 won per month.
Seongnam citizens aged 20 or older who wish to participate in the reward system should bring posters, flyers, or banners bundled in units of 100 sheets, along with their ID and a copy of their bankbook, to their respective neighborhood administrative welfare centers to fill out and submit the reward application form.

Seongnam City introduced this system to clean up the indiscriminately distributed illegal floating advertisements in the area together with its citizens. Last year, the city collected 7.53 million illegal advertisements and paid out over 110 million won in rewards.
