On the 12th, through his seventh "Seok-yeol's Heart-Throbbing Promise," Candidate Yoon stated, "We aim to improve public inconvenience and reduce even small burdens by making the online viewing and issuance of real estate registry certificates free."
Currently, there is a fee of 700 KRW for viewing and 1,000 KRW for issuing real estate registry certificates. This contrasts with other documents such as resident registration certificates, building registers, land registers, and health insurance qualification certificates, which are issued online free of charge.

According to the People Power Party Policy Headquarters, the volume of viewing and issuing registry certificates increased fivefold from 21.87 million cases in 2017 to 116.85 million cases in 2020 over three years. Last year, the courts collected 86.6 billion KRW in fees for online registry certificate viewing and issuance. The Policy Headquarters explained, "Many citizens have expressed inconvenience, and there is a continuing demand to improve fairness in the costs of issuing public institution civil documents."
