Gyeonggi-do Inspects 4 Redevelopment and Reconstruction Associations... Illegal Private Contracts, etc.
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province will select four redevelopment and reconstruction associations this year to inspect illegal private contracts, non-compliance with information disclosure, and other violations.
Gyeonggi Province announced on the 9th that it plans to select four redevelopment and reconstruction associations, either requested by cities/counties or with multiple complaints, and conduct inspections in two phases: two associations in March and two in August.
This inspection is a follow-up measure after confirming 28 violations, including illegal private contracts, during the first-ever inspection of the Siheung A redevelopment association conducted by Gyeonggi Province last year.
The province explained that it is necessary to expand inspections at the provincial level to strengthen the transparency of redevelopment association operations.
Accordingly, the province will select the target associations for inspection in January-February and June-July before the inspections, and in March and August, it will inspect two associations each time, focusing on ▲ information disclosure (related to general meetings of associations) ▲ contracts including service contracts ▲ compliance with major legal procedures ▲ fund management and budget execution.
Hong Ji-seon, Director of the Urban Housing Office of the province, emphasized, "A single redevelopment or reconstruction association executes project costs exceeding 1 trillion won over more than 10 years, with usually over 100 service contracts. If various disputes and legal lawsuits delay the project and unnecessarily increase costs, it ultimately burdens the association members. Therefore, we will support transparent association operations to ensure projects proceed without issues."

The province produced and distributed a city/county inspection reference manual twice, in January and December 2020, to promote transparent association operations. It also posted online lectures to strengthen the self-monitoring function of association members on the Gyeonggi Province lifelong learning portal 'Jisik (gseek.kr)'. These lectures recorded over 63,000 views last year.
