[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (District Mayor Chae Hyun-il) announced that it will produce “Yeongdeungpo Changes in 2022,” a PDF e-book that summarizes the new policies and systems implemented this year at a glance, and share it through the district website.
“Yeongdeungpo Changes” is a guidebook that organizes useful policy information for daily life in an easy-to-understand manner and is released every year at the end of the year. The 2022 edition introduces a total of 89 carefully selected projects in five areas: ▲Education & Culture 18 items ▲Economy & City 12 items ▲Life & Environment 22 items ▲Welfare & Health 27 items ▲Democracy & Administration 10 items.
◇ Education & Culture
Designation as a Cultural City = Starting with being designated as the 3rd Cultural City in December last year, the first among Seoul’s autonomous districts, from 2022 for five years, various projects will be promoted utilizing Yeongdeungpo’s unique strengths such as multicultural coexistence and abundant waterfront resources to accelerate the realization of “Yeongdeungpo, a neighbor of friendship and hospitality, a diverse cultural production city.”
Yeongdeungpo Lifelong Education Voucher Project = As the first autonomous district in Seoul to provide lifelong education vouchers to residents, it is leading the way in improving residents’ quality of life and creating an educational welfare city by offering lifelong education opportunities. In 2022, the support scale will be expanded to 3,500 people, and educational institutions where vouchers can be used will be recruited continuously to prepare a variety of programs that residents want.
Munrae Library Space Improvement and Village Library Creation = The aging Munrae Library will be remodeled into a resident-friendly library where various generations can gather, empathize, and communicate. In addition, village libraries, which are life-close libraries accessible to anyone within a “10-minute walk,” will be additionally established in Daerim 1-dong and Daerim 2-dong (scheduled for December 2022) to create “Yeongdeungpo opened by books.”
Support for Elementary School Entrants’ Admission Congratulatory Money = The “admission support fund” that provided 300,000 KRW per person to middle and high school entrants last year will be expanded to provide up to 200,000 KRW per elementary school entrant.

Support for Small Business Owners’ Live Commerce (Real-time Broadcast Sales) and Issuance of Local Currency = Support to revitalize the alley markets weakened by COVID-19 will continue. The promotion method for small business owners’ products and services will be expanded online to help open new sales channels and strengthen the ability to respond to the COVID-19 non-face-to-face situation. In addition, the “Yeongdeungpo Love Gift Certificate,” a mobile gift certificate based on Zero Pay, will be issued worth 50 billion KRW, and the number of affiliated stores, about 20,000, will also be expanded.
Youth Internship Program in Cooperation with CSR Companies = A youth internship system will be introduced that connects new young workers to local CSR (Corporate Social Responsibility) companies and youth start-ups. This aims to revitalize the shrinking youth employment market by providing young people with opportunities for professional practical experience.
SNS Real-time Tax Administration Service Operation = In response to the increasing demand for on-tact administrative services, local tax refund application services and real-time local tax consultation services using KakaoTalk will be provided. Search for “Yeongdeungpo-gu Local Tax Consultation Service” in the Kakao Channel search window, add the channel, and receive one-on-one consultation.
◇ Life & Environment
Expansion of Pedestrian-friendly Streets and LED Signboard Improvement Project at Daerim Central Market = The pedestrian environment around Daeseon Flour Mill will be improved, and the use of idle space under the overpass will increase pedestrian comfort to improve the basic environment closely related to residents’ lives. In addition, disorderly installed signboards around Daerim Central Market will be organized and completely replaced with LED wall-use signboards to create a pleasant urban landscape.
Child Safety Green Forest Creation Project = Trees will be planted along the roads in school zones to create forests. This will secure traffic safety on school routes, reduce fine dust, and promote children’s ecological sensitivity.
Zero Traffic Accidents! Safe School Route Creation = Traffic accident data analysis and field surveys will be conducted in school zones, and customized accident risk point improvement projects will be promoted according to the extracted accident risk to create safe school routes.
Illegal Parking Electric Scooter Towing Enforcement = A system will be established for residents to directly report illegally parked electric scooters in immediate towing areas such as roads, subway station exits, braille blocks, and entrances to elevators for the transportation vulnerable.
◇ Welfare & Health
Youth Mental Health Support Project = Among youths aged 19 to 34, those who have received counseling at mental health welfare centers or employment center youth counseling and have been judged to need general psychological support will receive 200,000 KRW per month in voucher form.
Significant Expansion of Infant and Toddler Childcare Support Fund = The “First Meeting Voucher” and infant allowance, which reduce the economic burden of early childhood care, will be newly introduced. The First Meeting Voucher will be paid as a one-time 2 million KRW voucher for children born after January 2022, and the infant allowance will be paid 300,000 KRW per person monthly for 24 months to children under 2 years old. The child allowance payment age range will be extended to children under 8 years old, providing 100,000 KRW per month.
ICT-based Smart Senior Centers Construction = Augmented reality (AR)-based physical fitness measurement equipment will be introduced in district-run senior centers. Data will be collected through personal identification QR codes issued to senior center users to help preventive health management in daily life. Three pilot senior centers will be selected for operation.
Selection as a Child-friendly City = Having acquired the “UNICEF Child-friendly City” certification, which guarantees and realizes children’s rights to live healthily and happily, Yeongdeungpo will accelerate detailed projects to expand the base of child-friendliness in the region with the vision of “Yeongdeungpo, a child-friendly city where children’s rights are respected.”
Strengthening Operation of Momdun-deun Center and Moms Garden = The Momdun-deun Center, which halves parenting worries, will be expanded. It provides a pleasant and safe play environment and communication space for infants, toddlers, and parents, supporting healthy growth of infants and toddlers and happy parenting environments for parents.
The operation of the open Moms Garden, opened in October 2021, will also be strengthened. Various programs such as the World Toy Library, Children’s Library, Women’s Cultural Space, and Kids Lounge are prepared.
◇ Democracy & Administration
Expansion of Resident Autonomy Committees to All Neighborhoods = Resident autonomy committees will be expanded to all neighborhoods in Yeongdeungpo-gu to lead villages proactively. The district plans to actively support the resident autonomy committees to establish themselves as practical neighborhood community representative organizations that directly discover and execute projects needed by residents.
Creation of Jorongbak Village Resident Shared Use Facility = A resident shared use facility will be created opposite the village library in Daerim 1-dong to be used as a base for resident community operation meetings. By configuring customized spaces and planning programs linked with the village library, it aims to form a local resident community and take a step closer to communication and cooperative administration with residents.
Attachment of QR Codes and Name Tags to Real Estate Brokerage Offices = A project to attach QR codes and require licensed real estate agents to wear name tags will be implemented for real estate brokerage offices in the district. This will contribute to establishing a safe real estate transaction order by allowing easy verification of registration information through QR codes and name tags before real estate transactions.
