Establishment of Basis for Payment of Meeting Allowances to Neighborhood Councils
[Asia Economy Honam Reporting Headquarters Reporter Kim Yukbong] The Gwangju Buk-gu Council announced on the 23rd that the "Ordinance on the Operation of the Gwangju Metropolitan City Buk-gu Community Security Council," proposed by Councilor Lee Jeongcheol, is scheduled for final approval at the 3rd plenary session on the 24th.
This revision aims to integrate the existing ordinances related to the community security councils, which were operated separately by district (gu) and neighborhood (dong), to strengthen the linkage and cooperation of the community security councils.
To this end, it stipulates that the chairperson and vice-chairperson of the dong council can participate as ex officio members of the representative council and the working council, reorganizing necessary matters for the organization and operation, such as establishing a smooth communication system between the gu and dong councils.
Additionally, a provision was established to allow payment of meeting attendance allowances to private members of the dong council within the budget scope, and the attendance allowance for the dong council meetings has been reflected in next year's main budget.
Councilor Lee Jeongcheol said, "In a situation where non-face-to-face interactions have become routine due to the prolonged COVID-19 pandemic, the role of the community security council is more important than ever," adding, "Through the ordinance revision, the functions and roles of the dong council, which is at the forefront of village welfare, will be further strengthened, and it is expected to serve as an opportunity to revitalize the community security council and create neighborhoods filled with warm affection."
Meanwhile, on September 28, Councilor Lee held a meeting attended by the Buk-gu community security council, chairpersons of 28 dong councils, and welfare experts to share opinions for the revision of the ordinance aimed at activating the community security council network and ensuring efficient operation.
