For the headquarters department head positions, Yoon Myung-sik, Budget Division Chief, was appointed as General Affairs Division Chief; Jin Hyun-joo, Finance Division Chief, as Budget Division Chief; Byun Yoon-seop, Head of the Green Smart Future School Promotion Team, as Administration Division Chief; Lee Seon-guk, General Affairs Manager of the Education Training Institute, as Finance Division Chief; and Kim Jong-hoon, Policy Planning Division Education Cooperation Officer, as Head of the Green Smart Future School Promotion Team.
It was a predicted appointment that Yoon Myung-sik would succeed the position of General Affairs Division Chief, the senior division chief.
Jin Hyun-joo, who comes from a budget officer background, is regarded as someone who understands the flow of the budget better than anyone else, and Byun Yoon-seop is known as an administrative expert with experience working in administration.
Lee Seon-guk, the new Finance Division Chief known for his gentle image and versatility, is expected to lead asset management tasks necessary for policy implementation based on his diverse experience and expertise. Also, Kim Jae-gi, the new Safety and Welfare Division Chief, who is known for his meticulous personality, is predicted to manage educational sites struggling with safety and welfare issues such as COVID-19 carefully and delicately.
The promotion to Grade 4 Secretary General is also evaluated as a smooth promotion considering seniority and public service ranking.
This is analyzed as Superintendent Jang Seok-woong, ahead of next year's local elections, resolving the dissatisfaction of general staff who suffered internal conflicts due to various issues such as the blackout screen investigation, by handling this personnel appointment in a natural order.
However, it seems difficult to avoid criticism that there was insufficient consideration for Secretary General Kim Kwang-il of the Naju Public Library Planning and Management Department, who was the only one to hold the Secretary General position for more than three years but was not transferred.
