[Asia Economy Reporter Han Jinju] For the first time, the names of two debtors who have not paid child support for over 10 years have been disclosed.
On the 19th, the Ministry of Gender Equality and Family (MOGEF) published on its website the names of two debtors who failed to comply with the detention order decided at the 22nd Child Support Enforcement Deliberation Committee held on the 14th.
Among the individuals whose names were disclosed, Hong Donghyun, residing in Seo-gu, Incheon, has not paid 125.6 million KRW in child support for 10 years and 8 months. Kim Seongguk, living in Buyeo-gun, Chungnam, owes 65.2 million KRW in child support accumulated over 14 years and 9 months.
Despite receiving a detention order from the court on July 13, both debtors did not pay the child support, leading the debtors to apply to MOGEF for name disclosure. MOGEF granted the debtors a three-month period to present their opinions, but no alternative opinions were submitted during that time.
In addition to the two individuals, MOGEF received nine more applications for name disclosure and notified them of the upcoming disclosure while granting a period for submitting opinions.
Considering criticisms that the opinion submission period granted to debtors during the selection of name disclosure targets is too long, MOGEF is reviewing plans to shorten this period.
Furthermore, according to the decisions of the Child Support Enforcement Deliberation Committee, on the 16th, MOGEF requested the Ministry of Justice to impose travel bans on seven child support debtors. At the same time, MOGEF additionally requested the relevant police stations to suspend the driver’s licenses of ten child support debtors.
MOGEF plans to lower the current travel ban debt amount threshold of 50 million KRW, which is considered excessively high, to strengthen the responsibility for child support enforcement and improve the effectiveness of the system.

Kim Kyungseon, Vice Minister of MOGEF, stated, "We expect that sanctions such as name disclosure, travel bans, and driver’s license suspensions for child support debtors, which have been in effect since July 13 this year, will help enforce child support payments. To enhance the effectiveness of the system, we plan to shorten the opinion submission period during name disclosure and relax the requirements for travel ban requests, doing our best to create a safe child-rearing environment for minor children."
