Emphasizing Transparency in Financial Management through Pre-Deliberation by the Council
[Asia Economy Honam Reporting Headquarters Reporter Kim Yukbong] On the 13th, Joo Soon-il, a member of the Gwangju Buk-gu Council, pointed out the problems of the full budget execution, which has been continued as a custom, and urged improvements through a 5-minute free speech at the 2nd plenary session of the 2nd regular meeting of the 274th Buk-gu Council, the 15th reported.
The so-called full budget institutional operating common expenses are pool expenses composed without specifying detailed expenditure items to prepare for unforeseen situations, and there is a problem that the usage cannot be controlled.
Councilor Joo Soon-il said, “The details of the full budget execution examined during the recent administrative audit were mostly for the purchase of replacement of old items such as copiers and office supplies due to organizational restructuring, which were all sufficiently predictable projects,” adding, “Even fees for establishing leasehold rights and monthly rents for veterans' organization offices, which have no related grounds, were paid,” citing examples.
He continued, “In the case of research projects, the budget should be allocated to the relevant department and reviewed to determine whether the research is necessary. However, research expenses cut during the main budget review were reallocated as a full budget in the first supplementary budget and executed through a trick,” and pointed out, “The term full budget itself is a budget term abolished by the central government and has no legal basis, but the practice is being blindly followed.”
Councilor Joo said, “The full budget, which is not even reviewed by the council, can be a cause of waste due to the opacity of the budget itself and has long fallen into a populist budget,” and added, “I hope that the executing agencies will reduce the full budget, which is used without principles, through meticulous and predictable budgeting in the future and increase the transparency of our district’s financial management.”
