However, since the core issue lies not in the organization but in the tripartite leadership system (Yoon Seok-yeol, Kim Jong-in, Lee Jun-seok), there are opinions that Yoon Seok-yeol, the People Power Party presidential candidate, should take the lead in strengthening communication to resolve it.

View original imageOn the 14th, Lee Jun-seok, the leader of the People Power Party, appeared on a radio interview and mentioned the difference of opinion between Yoon Seok-yeol, the People Power Party candidate, and Chairman Kim Jong-in regarding the supplementary budget, saying, "Since Kim Jong-in, the general election campaign committee chairman of the People Power Party, has organized the policy direction, the differences of opinion are expected to decrease." The day before, Chairman Kim Jong-in said at an election campaign committee meeting, "There are too many departments within our campaign committee that develop policies and present them as pledges," and added, "Policy channels should be unified so that policy is integrated and presented with one voice by Won Hee-ryong, the head of the policy headquarters."
Candidate Yoon and Chairman Kim Jong-in exposed differences of opinion regarding the scale of the supplementary budget and response strategies. Candidate Yoon proposed a scale of 50 trillion won and showed a willingness to discuss it immediately, whereas Chairman Kim Jong-in mentioned a 100 trillion won scale but adopted a strategy of shifting the responsibility for the budget formulation to the government and ruling party.
Kim Byung-joon, the standing election campaign committee chairman of the People Power Party, also echoed Chairman Kim Jong-in's call for unifying the policy channel, emphasizing the need for coordination by saying, "There should be one gatekeeper in the policy line."
However, Kwon Seong-dong, the secretary-general of the People Power Party, refuted that the internal confusion regarding policy is an organizational issue. Secretary-General Kwon said, "There is only one policy headquarters for policy development departments, and the rest are advisory departments," adding, "Won Hee-ryong, the head of the policy headquarters of the People Power Party election campaign committee, is responsible for policy production and processing." Regarding Chairman Kim Jong-in's call for unifying the policy direction, Secretary-General Kwon said, "I think someone might have given that incorrect information." He stated that since there has been only one policy development department from the initial system design, there is no confusion.

In political circles, the more fundamental problem was identified as a communication issue among the election command leaders rather than policy. Park Sang-byeong, a visiting professor at Inha University Graduate School of Policy, said, "The election campaign committee is ultimately an organization formed for the candidate's election," adding, "Candidate Yoon should have his own thoughts and organize them." Professor Park said, "People like Chairman Kim Jong-in, Chairman Kim Byung-joon, and Leader Lee are strong voices," and added, "It is the responsibility of Candidate Yoon to meet frequently to organize positions and manage so that messages come out through the official campaign committee, preventing unexpected messages from appearing."
