Kim, appointed as the Organizational Chairman of Gwangjin-eul, a position vacated after Seoul Mayor Oh Se-hoon was elected in the April 7 by-election and took office, is originally from Jangheung-gun, Jeollanam-do. He passed the 31st Administrative Examination, served as a planning officer in Seoul City, and held key positions such as Director of the Welfare and Health Office, Director of the Waterworks Headquarters, Director of the Urban Transportation Headquarters, and Secretary General of the Seoul Metropolitan Council (Grade 1). After retirement, he served as the President of the Seoul Agro-Fisheries & Food Corporation, making him a seasoned Seoul City bureaucrat.

In a phone interview on the day of his appointment, the new Chairman Kim said, “I was disillusioned by the Democratic Party's incompetence and their nepotistic personnel practices.” He added, “I was inspired by the fresh shock of the People Power Party's June 30 party leader election, and when candidate Yoon Seok-yeol visited Garak Market on the 6th of last month, I felt sincerity in his modesty, attentiveness, and eagerness to learn, which led me to apply and be appointed as chairman.”
