National Police Agency and Korean National Police University Hold Seminar on 'International Terrorism Trends and Counterterrorism Policy Development'
[Asia Economy Reporter Lee Gwan-joo] The Korean National Police University held the "2021 Police Counterterrorism Policy Seminar" on the 9th in collaboration with the National Police Agency, under the theme "International Terrorism Trends and Directions for Counterterrorism Policy Development."
The seminar was attended by over 100 participants, including Ramzi, the Ambassador of Azerbaijan, heads of counterterrorism agencies such as the State Affairs Coordination Office Counterterrorism Center, the Security Service Security Safety Education Institute, the Korea Military Academy Nuclear and Weapons of Mass Destruction (WMD) Center, the National Police Agency Counterterrorism Division, and the Korean National Police University International Counterterrorism Research Center, as well as field experts and intelligence agency officials.
This seminar was the first to be held since the opening of the Korean National Police University International Counterterrorism Research Center in September, focusing on field counterterrorism experts. In Session 1, Ambassador Ramzi gave a lecture on "International Terrorism Joint Response," discussing recent major terrorism issues and international cooperation measures, and Jang Wook-jin, Director of the Ministry of Foreign Affairs International Organizations Bureau, presented on "International Terrorism Trends and Korea's Role," outlining South Korea's counterterrorism policy directions.
Session 2 featured presentations by the heads of study groups on six areas (terrorism trends, legal systems, safety measures, terrorist organizations, terrorism methods, counterterrorism tactics and crisis negotiation), followed by discussions with field police officers participating from across the country. Session 3 was chaired by Professor Moon Young-gi, the inaugural head of the Counterterrorism Center, who led a discussion redefining the concept of terrorism and on the activities of counterterrorism-related agencies and joint response measures.

Lee Cheol-gu, President of the Korean National Police University, stated, "With the enforcement of the Anti-Terrorism Act, the police's responsibility and authority as the main agency responding to domestic general terrorism incidents have been strengthened, making the role of the Police University in supporting research in terrorism prevention and response more important." He added, "It is crucial that field police officers gathered from across the country enhance their counterterrorism expertise through study groups, and that the specialized counterterrorism agencies participating in today's discussion build a robust 'governance' for joint response to terrorism through close collaboration."
