Jeonnam Local Governments Sweep 'Local Regulation Innovation Awards'
Do, Gwangyang, Yeongam, Hwasun Awarded... Highest Nationwide
[Muan=Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Local governments in Jeonnam swept the ‘Local Regulation Innovation Awards’.
Jeonnam Province announced on the 7th that four institutions including the province, Gwangyang, Yeongam, and Hwasun were selected as the best institutions nationwide in the 2021 Local Regulation Innovation priority fields organized by the Ministry of the Interior and Safety.
The Ministry of the Interior and Safety selects and rewards outstanding institutions by priority fields every year to raise interest in regulatory reform among local governments, discover excellent achievements and cases of regulatory reform, and share them nationwide.
The selection fields are ▲Regulatory improvement for revitalizing the local economy in response to COVID-19 ▲Resident-participatory regulatory innovation ▲Discovery of on-site regulatory difficulties ▲Revision of autonomous regulations.
This year, the Ministry selected 20 institutions nationwide. Among them, four institutions from the Jeonnam region were included, achieving the highest number of awards nationwide.
As a financial incentive for the awards, Hwasun and Yeongam will each receive 30 million won, and Jeonnam Province and Gwangyang will each receive 20 million won.
The province operated an on-site close-contact ‘Regulation Hunting Team’ where provincial and city/county officials visited sites to receive complaints to help companies struggling due to the prolonged COVID-19 pandemic.
Through these efforts, they resolved regulations troubling small and medium-sized enterprises and small business owners, and were selected as an excellent institution among metropolitan local governments.
Yeongam County extended the payment deadline for the employer’s share of employment and industrial accident insurance premiums in the employment crisis area, and allowed the employee’s share to be paid monthly by the deadline.
Recognized for contributing to enabling workers to engage in smooth occupational activities without suffering from unpaid insurance premiums, Yeongam won the grand prize in the field of on-site regulatory difficulties.
Hwasun County amended the ordinance to designate additional tobacco retailers within the same building, resolving daily inconveniences experienced by residents, and received the grand prize in the field of autonomous regulation revision.
Gwangyang City continuously proposed legal improvements to resolve difficulties faced by waste collection and transportation businesses that could not enter industrial complexes. Recognized for these efforts, it won the excellence award in the field of on-site regulatory difficulties.
Myeong Changhwan, Director of Planning and Coordination at Jeonnam Province, said, “This year’s award achievements are the result of efforts to visit sites directly even in difficult situations due to COVID-19, listen to difficulties, discover regulations, and improve them. Next year, we will work even harder with cities and counties to find and resolve on-site close-contact regulations that cause daily inconveniences for residents and hinder corporate growth.”
