Institutions Without Prior Disclosure Regulations for Specifications Detected
"Blocking Preferential Bidding in Tender Announcements"

On the 24th, the Anti-Corruption and Civil Rights Commission announced that it conducted a corruption impact assessment on 1,798 internal regulations of 11 public institutions in the finance and economy sectors, including Korea Asset Management Corporation and the Korea Institute of Startup & Entrepreneurship Development, and recommended 87 improvement measures including this content.
As a result of the Anti-Corruption Commission's corruption impact assessment, some institutions did not have regulations to disclose specifications in advance during the bidding process, and the contents of bidding contracts were defined unclearly or ambiguously. Cases were also detected where special recruitment requirements were not clearly defined or conflict of interest prevention regulations were not properly applied during the operation of executive candidate recommendation committees. Some public institutions exceptionally allowed transactions using job-related information or did not clearly define the scope of undisclosed information.

Accordingly, the Anti-Corruption Commission recommended establishing regulations to disclose specifications before bidding announcements to prevent cases of preferential and irregular practices where specifications of specific companies are reflected in the bidding specifications. It also recommended defining the reasons for private contracts in accordance with laws and regulations and specifying special recruitment requirements concretely and clearly. The Commission stated, "We also recommended that internal regulations explicitly include deleting provisions that exceptionally allow the use of job-related information and specifying the scope of undisclosed information of institutions."
