Jeon Nam Provincial Assemblyman Shin Min-ho Urges "Green Energy Research Institute Organizational Restructuring"

[Asia Economy Honam Reporting Headquarters Reporter Lee Jun-kyung] Shin Min-ho, a member of the Jeonnam Provincial Assembly (Democratic Party of Korea·Suncheon 6), proposed a reorganization plan for the ‘pushpin-type’ organizational structure of the Green Energy Research Institute during the administrative audit of the Jeonnam Provincial Assembly’s Green Energy Research Institute, and urged the strengthening of public service discipline and the establishment of preventive measures.
According to the data submitted by Assemblyman Shin Min-ho on the 9th, the current number of employees at levels 1 to 4 at the Green Energy Research Institute is 19, which is 35% of the authorized staff (54 people), and levels 5 to 7 have 35 employees (authorized staff 13 people).
Assemblyman Shin stated, “Due to the nature of the research institute, the role of team leaders at levels 3 to 4 is important, so a ‘jar-shaped organizational structure’ is appropriate. However, the current Green Energy Research Institute is experiencing personnel stagnation and morale decline due to opaque personnel management, a drawback of the ‘pushpin-type organizational structure,’ which is leading to staff turnover.”
He continued, “Jeonnam was designated as the first regulatory free zone in 2019, and the Green Energy Research Institute, as the general supervising institution, is promoting the project, but there have been significant setbacks in the energy new industry regulatory zone project worth 33.9 billion KRW.”
In particular, he criticized, “An additional ‘India-type solar power’ project worth 10 billion KRW, with a 95% progress rate and encroachment of 1 meter into buffer green space, was added through the third supplementary budget, but it was confirmed to violate the ‘Park and Green Space Act,’ and a de facto facility demolition order was issued. Also, an additional cost of 1 billion KRW occurred due to the construction of a changed power line caused by the omission of the power source line in the design. The Green Energy Research Institute, as the general supervising institution, bears significant responsibility.”
Furthermore, he added, “The company that carried out the project at that time was an unlicensed and unqualified business operator, and the former head of the Green Energy Research Institute, who oversaw the regulatory zone project, was re-employed as an advisor to this company in February, which is related to his duties.”

He then urged, “Preventive measures must be established and regulations strengthened to ensure that such problems never occur again,” and called for “a voice of self-reflection so that public institutions under Jeonnam Province can achieve their original purposes.”
