According to materials submitted by Councilor Jeon Gyeong-seon on the 9th, the Jeonnam Youth Future Foundation opened in 1994 as a Youth Comprehensive Counseling Center and has been operated under consignment by Suncheon YMCA. It was renamed to its current name in 2012 and is funded with an annual budget of 5 billion won from national and provincial sources.
During the administrative audit of the Youth Future Foundation by the Planning and Administration Committee of the Jeonnam Provincial Council, Councilor Jeon pointed out, "The foundation's scores dropped by 4.23 and 3.04 points respectively in institution evaluation and head of institution evaluation, which means it has no reason to exist," and added, "The director must properly set the direction and take responsibility for its operation."
He continued, "The many fixed-term positions within the organization are obstacles for employees to work with conviction," and added, "The regulations should be changed so that employees can have hope for promotion and fully demonstrate their capabilities, creating a lively workplace atmosphere."

Furthermore, he strongly demanded, "Currently, the director of the Youth Future Foundation lacks organizational control, understanding of tasks, and operational philosophy, raising doubts about their qualifications," and said, "The Jeonnam Youth Future Foundation must faithfully perform its original duties and become a practical institution that benefits the youth of future Jeonnam. The higher authority, Jeonnam Province, should ensure it operates appropriately according to its founding purpose and redraw the future development direction on a large scale to start anew."
