This winter preparedness inspection, jointly conducted by the Ministry of Land, Infrastructure and Transport and 11 other agencies, is scheduled to cover 3,080 construction sites nationwide, with a total of 1,014 personnel deployed, including 30 external experts.
This year, inspection target sites were selected focusing on temporary structure construction sites and concrete pouring sites to prevent possible temporary structure collapse accidents caused by snow load during heavy snowfall, and suffocation accidents from the use of lignite coal for curing concrete in winter.
Additionally, steel frame construction sites, where welding and high-altitude work are frequent and the risks of fire and falls are high, are also included in the inspection targets.
The main inspection items include verifying the proper installation of temporary structures to prevent structural collapse accidents and ensuring appropriate quality control of concrete construction. The inspection also checks whether fire extinguishers are provided during fire-risk work, and whether oxygen concentration is measured in advance before work involving hazardous gas generation, to establish a system for preventing suffocation and fire accidents.
Construction sites found to have inadequate safety management or illegal acts such as poor construction during the inspection will be strictly dealt with according to relevant laws, including work stoppage, business suspension, penalty points, and fines, based on a zero-tolerance policy.
