According to the KCTU and the police on the 2nd, the KCTU had reported a rally of 10,000 people in downtown Seoul on the 13th, but received a ban notification from the city and police.
The KCTU reportedly submitted a report stating that 2,500 people would march along four routes from four locations including Seoul Station, and then hold a rally with 10,000 people across all lanes of Sejong-daero.
In response, the Seoul Metropolitan Government and the police judged that this violated current quarantine rules. Since the implementation of 'With Corona' (gradual recovery of daily life) from the 1st of this month, various events and rallies are allowed for fewer than 100 people regardless of vaccination status, and up to fewer than 500 people if composed only of fully vaccinated individuals. In this case, the rally organizers must verify participants' vaccination status or negative test certificates.

The KCTU is reportedly planning to reapply for the rally permit with the police. The Seoul Metropolitan Government and the police have stated that if the current rally size restrictions are not observed, they will issue another ban notification.
