Naju-si 'Buyeong CC Site Urban Planning Advisory Group' to Launch This Month
[Naju=Asia Economy Honam Reporting Headquarters Reporter Kim Yuk-bong] Naju City, Jeollanam-do (Mayor Kang In-gyu) announced on the 2nd that it plans to launch the ‘Buyeong CC Site Urban Management Plan Change Advisory Group’ soon, aiming to change the urban plan that citizens can sympathize with, including resolving the lack of public facilities in the innovation city.
The advisory group will be composed of a total of 11 members, including experts and professors (5) in urban planning, housing, architecture, and real estate fields, city council members (2), civic groups (2), and journalists (2).
The composition of the committee will be made through recommendations from related academic societies and institutions such as universities located in Gwangju and Jeonnam, the Korea Urban Design Association, the Gwangju-Jeonnam Research Institute, the city council, the Bitgaram-dong Win-Win Joint Council, and the local journalists’ association.
If the number of applicants exceeds the planned number, advisory committee members will be finally appointed by random drawing by field to ensure fairness in the composition of the advisory group.
The advisory group will review the appropriateness of the Buyeong CC remaining site use change plan (draft) submitted by the project implementer Buyeong Housing, and also provide advice on urban planning change standards such as development type, floor area ratio, number of floors, number of households, infrastructure, and public facilities of the site.
In particular, the advisory group plans to hold advisory meetings frequently until an appropriate urban plan change that satisfies local residents is derived, and to brainstorm ways to expand public facilities and public interest.
The city plans to organize the advisory group and hold the first meeting within this month, and once an appropriate urban plan change is established through the advisory group meetings, it will proceed with follow-up administrative procedures such as public hearings for residents and hearing opinions from the city council.
The Buyeong CC site apartment construction project mainly involves building about 5,300 apartment units on the remaining golf course site excluding the Korea Energy University campus site, which was donated free of charge by Buyeong Housing.
In October 2019, Buyeong Housing submitted a proposal to Naju City requesting to change the golf course sports facility land to a ‘Type 3 General Residential Area’ where high-rise apartments can be built.
As it is predicted that the developer will gain enormous profits if apartments are built due to the land use change, civic groups are raising controversies and opposition over excessive special privileges regarding development profits.
Additionally, residents of Bitgaram-dong are demanding that part of the apartment construction profits be invested in expanding public facilities lacking in the innovation city, such as education, culture, and sports facilities.
A city official said, “We will actively negotiate with Buyeong Housing based on the plan (draft) prepared through the advisory group meetings,” and added, “We will strive to ensure that the urban plan change is one that citizens can sympathize with, such as expanding public interest and improving residential conditions in Bitgaram-dong.”
