Easing Regulations on Distance Between Apartment Buildings... Expansion of Hydrogen Charging Station Installations
The distance between buildings in apartment complexes and other multi-family housing will be increased within a range that does not cause actual problems with lighting and views. Additionally, to revitalize the minority economy, the building area standards for complex hydrogen charging stations will be relaxed to allow for expanded installation of charging stations.
The Ministry of Land, Infrastructure and Transport announced on the 1st that the amendments to the "Enforcement Decree of the Building Act" and the "Enforcement Decree of the Building Sales Act," which include these measures, have been promulgated and will take effect from the 2nd.
First, the building area for complex hydrogen charging stations will be relaxed, leading to an expansion in hydrogen charging station installations. According to the Ministry, when constructing complex hydrogen charging stations at gas stations, LPG charging stations, and the like, the portion excluded from the building area calculation will be relaxed from 1 meter at the edge of the roof to 2 meters.
Until now, even if additional hydrogen charging stations were to be constructed at existing gas stations or LPG charging stations, in many cases, they could not be built because the maximum building coverage ratio was exceeded.
However, it is expected that hydrogen charging stations will expand through the application of this building area relaxation.
In addition, regulations on the distance between buildings within apartment complexes and other multi-family housing will be improved. Currently, the distance between buildings must be the greater of either 0.5 times the height of the lower building in front or 0.4 times the height of the taller building in the rear, which has imposed many restrictions on various building plans considering surrounding views.
Going forward, when the lower building is in front, considering that it does not significantly affect the lighting of the taller building in the rear, the distance requirement will be relaxed to at least 0.5 times the height of the building.
This regulation will be applied immediately once the building ordinance reflecting the amendment is enforced, and even in this case, a minimum distance of 10 meters between buildings must be maintained to protect privacy and prevent fire spread.
Guidance on the use of residential lodging facilities will be strengthened, and building standards will also be established. From the sales stage, residential lodging facilities will have reinforced guidance that they cannot be used as residential housing, and a procedure for preparing and submitting a confirmation document regarding this will be put in place.
Furthermore, support will be provided to allow various residential support facilities to be installed on the first-floor pilotis of small-scale housing.

Support facilities located on the first-floor pilotis, such as childcare centers, home daycare centers, group homes, local children's centers, and small libraries, will be excluded from the housing floor count to help install and operate a wider variety of residential support facilities.
