Bicycle Crashes Into Parked Car While Looking Down at Ground: "Demanding Implant Costs"

[Asia Economy Reporter Seoyoung Kwon] A story has been shared about a cyclist who hit a car parked on a coastal road and then demanded medical expenses.
On the 14th, a video titled "Do I have to pay 100% of the perpetrator's medical expenses just because I parked on the coastal road? The cyclist who was looking down at the ground crashed, and now they want implants too?" was uploaded on the YouTube channel 'Han Moon-cheol TV.' The black box footage revealed by the informant showed the accident that occurred around 4 p.m. on the 8th on Noeulhaean-ro in Jeju Island.
The video captured a cyclist riding while looking down at the ground and colliding with the rear of a vehicle. The informant stated, "At the time of the accident, the cyclist's son promised the police to restore the vehicle to its original condition, and since no one was injured on our side, we told them to prioritize treating the injured person first," adding, "But the next day, I received a call asking to file an insurance claim."
They also explained, "It seems that if 10% fault is recognized on our side, we have to cover 100% of the medical expenses," and "The cyclist went up to Seoul and visited a dental clinic, where they said eight teeth need implants."
At the time, the informant's vehicle was parked on a coastal road that allows cars, bicycles, and pedestrians to share the path, and it is not a no-parking or no-stopping zone. Several other cars were also parked on the road besides the informant's vehicle.
In response, lawyer Han Moon-cheol conducted a poll to ask viewers about the informant's fault. 98% of viewers agreed that "the cyclist is 100% at fault," while the remaining 2% agreed that "the informant is somewhat at fault."

On that day, lawyer Han stated, "A cyclist should look ahead while riding," and added, "If the cyclist comes to find a lawyer for a lawsuit, I would respond by saying, 'If you lose, you will have to pay the opposing lawyer's fees as well, so I am not confident. You should look for another lawyer who thinks more positively.'"
