Busan Office of Education Selects 32 Candidates for Grade 5 Civil Servant Promotion through 'Competency Evaluation'
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] The Busan Metropolitan Office of Education has selected 32 candidates for promotion to grade 5 public officials for next year.
The promotion candidates selected through competency evaluation by job series are 26 in educational administration, 4 in librarianship, and 2 in facilities. Their selection was based on a combined score of 70% from the promotion candidate list and 30% from the competency evaluation.
Since 2017, the Busan Office of Education has been operating a competency evaluation system to establish a public service culture where capable and qualified public officials can be promoted.
The competency evaluation consisted of interviews, multi-faceted and integrity assessments on job performance and role-playing in core competencies required for section chiefs, including ‘customer satisfaction,’ ‘problem solving,’ ‘leading change,’ ‘performance management,’ and ‘communication and cooperation.’
Beyond the simple concept of selecting candidates, the focus has been on employee competency development since last year.
The previous written evaluation was converted into a ‘Basic Completion System for Strengthening Planning Skills,’ and candidates who met the completion criteria have been granted the opportunity to take the competency evaluation for two years.
Additionally, a ‘multi-faceted and integrity evaluation’ was introduced to measure candidates’ diligence, ethical awareness, work execution ability, respect and consideration, and negotiation and coordination skills, which were reflected in the competency evaluation.
This evaluation was conducted anonymously online in September and October, with the evaluation panel composed of candidates and employees who have worked in the same department for more than six months within the past 10 years.

The selected promotion candidates will undergo training at the Central Education Training Institute for four weeks from November 1 to November 26, and will be appointed to grade 5 promotions as vacancies arise for one year starting January 1 of next year.
