This conference was organized to review the achievements of the first 100 days since the full implementation of the autonomous police system and to discuss the future direction. Following the implementation of the autonomous police system, each city and province has been establishing and implementing region-specific public safety policies tailored to local characteristics and residents' needs.
The event was divided into two parts: Part 1 reviewed past achievements and future development tasks jointly by central and local governments, and Part 2 focused on the first regular meeting of the Council of Chairpersons of the Autonomous Police Committees of all provinces and cities, along with thematic presentations and policy discussions centered on the cities and provinces.
In Part 1, chairpersons of the autonomous police committees from 18 cities and provinces, Daegu Mayor Kwon Young-jin, Kim Soon-eun, Chairperson of the Presidential Committee on Autonomy and Decentralization, and Kim Chang-ryong, Commissioner of the National Police Agency, attended to celebrate the 100-day milestone. Kim Hyun-tae, Chairperson of the Gyeongnam Provincial Autonomous Police Committee and chair of the Council of Chairpersons of the Autonomous Police Committees nationwide, presented on "Achievements and Future Development Tasks over 100 Days," explaining the first policy initiatives of each city and province, necessary measures to make the committees more substantive, and the roadmap for future implementation. Part 2 began with the first meeting of the Council of Chairpersons of the Autonomous Police Committees nationwide, followed by thematic presentations (cases of community safety policy models, directions for legislative improvements) and policy discussions.
In his welcoming remarks, Daegu Mayor Kwon Young-jin stated, "The most important thing is the safety of citizens, and to that end, we will properly establish a local public safety system," requesting residents' interest and active participation.
Kim Soon-eun, Chairperson of the Presidential Committee on Autonomy and Decentralization, emphasized in her opening remarks that "the autonomous police system is a core task of the Autonomy and Decentralization 2.0 era," and stressed that "we must wisely overcome the pains of the institutional transitional period and firmly establish the system close to the residents." Kim Chang-ryong, Commissioner of the National Police Agency, also said, "The new public safety paradigm called the autonomous police system is gradually gaining support from both citizens and police," urging, "We must harmonize the values of safety and decentralization in the spirit of cooperation to successfully complete the Korean-style autonomous police system."
The cities, provinces, and related ministries plan to analyze the issues discussed more deeply to ensure that the autonomous police system takes root firmly nationwide, and will continue discussions through policy councils between the National Police Agency and the autonomous police committees of cities and provinces.
