'Secretary = Female?' All Secretaries Working at 130 Tax Offices Nationwide Are Women
Assemblyman Kim Du-gwan Analyzes National Tax Service Secretary Work Employees
[Asia Economy Reporter Oh Ju-yeon] It has been revealed that all 131 secretaries working at 130 tax offices nationwide under the National Tax Service (NTS) are women. While it is unusual to assign secretaries to tax offices headed by a Grade 4 public official, the practice of employing exclusively female staff for secretarial duties has been criticized as an outdated administrative approach.
According to data received on the 6th from the office of Kim Du-gwan, a member of the Democratic Party of Korea, and the NTS, there are a total of 199 employees performing secretarial duties within the NTS. Specifically, 16 are assigned to the NTS headquarters and affiliated agencies, 52 to regional offices, and 131 to tax offices. Among these, tax offices are special local administrative agencies under regional tax offices, headed by a Grade 4 public official known as the Tax Office Chief. Grade 4 officials include heads of city, county, and district offices. Kim’s office criticized this arrangement, stating, "Which city, county, or district head has a secretary?" and called it "excessive administration uniquely applied to tax office chiefs." Kim also investigated whether police station chiefs, who are also Grade 4 officials, have separately hired secretaries and reported receiving answers that no separate secretaries have ever been hired.
Furthermore, Kim pointed out the issue that all secretaries working at tax offices nationwide are women. It was confirmed that all employees performing secretarial duties at the NTS are female. Specifically, among the 131 tax office secretaries, the majority are in their 20s and 30s: 16 in their 20s, 62 in their 30s, 46 in their 40s, and 5 in their 50s. Kim’s office stated, "We will examine through this national audit whether the concentration of a specific gender in NTS secretarial duties is problematic."

Kim also plans to raise concerns regarding the use of employee pool vehicles provided to tax offices as official cars. An investigation by Kim’s office into the usage of tax office vehicles provided as employee pool cars revealed that the Tax Office Chief uses the vehicle up to 90% of the time.
