At the National Assembly Science, ICT, Broadcasting and Communications Committee's audit on the 1st, Minister Lim responded to the proposal by Woo Sang-ho, a member of the Democratic Party of Korea, regarding the "improvement of flat-rate plans," saying, "I will discuss it with the telecom companies."

He said, "Electricity and water bills are paid according to usage, but in communication fees, a section flat-rate system is applied, causing telecom companies to charge fees even for unused portions," adding, "As the fee system is shifting to data-centered plans, it should be changed so that users pay according to the data they use or carry over unused data."
