National Police Agency Transfers 'Digital Forensic' Investigation Techniques to Vietnam Ministry of Public Security

[Asia Economy Reporter Lee Gwan-ju] The National Police Agency announced on the 30th that it had transferred digital forensic investigation techniques of the Korean police to the Vietnamese Ministry of Public Security over a three-week period from the 13th to the 30th of this month.
Twenty-eight participants, including digital forensic investigators and training officers from the Criminal Science Institute of the Vietnamese Ministry of Public Security, took part in the online training. In particular, to enhance the effectiveness of non-face-to-face training during the COVID-19 era, the program was conducted using the 'Flipped Learning' method. For two weeks, video materials were provided through the 'Police Cyber Education Portal,' followed by real-time video lectures by two specialized digital forensic police officers who introduced various practical cases and the latest digital forensic techniques.
Hoang Trong Luc, Deputy Head of the Criminal Science Department at the People's Police University of the Vietnamese Ministry of Public Security, said, "Through this training, we were able to experience the advanced forensic techniques and cases of the Korean police," and added, "We hope to continue participating in Korean police capacity-building training programs in various fields."
The Korean police have been conducting various security cooperation projects with Vietnam since 2017. As of 2019, there were approximately 170,000 overseas Koreans in Vietnam, the largest number in Southeast Asia, making the protection of overseas nationals a significant necessity in the region. The police have established a Korean-style forensic laboratory at the Criminal Science Institute of the Vietnamese Ministry of Public Security, provided equipment such as fingerprint and footprint analysis systems and DNA analysis devices, and offered training to strengthen forensic capabilities. Since 2018, they have also operated the 'Korea-Vietnam Police Cooperation Meeting,' a high-level regular meeting with the Vietnamese Ministry of Public Security. Additionally, to enhance understanding and field support for residents from both countries, language exchange training programs are being conducted.
Furthermore, since last year, the police have been implementing the 'Vietnam 2nd Forensic Capacity Building Project (ODA)' over three years with a total investment of 3.2 billion KRW. Through this project, a Korean-style digital forensic center will be established at the Criminal Science Institute, the forensic agency of the Vietnamese Ministry of Public Security, and training will be supported to strengthen capabilities in forensic science, digital forensics, fire investigation, and traffic accident analysis.
Lim Yong-hwan, Director of the Foreign Affairs Bureau of the National Police Agency, emphasized, "The security sector ODA project jointly promoted by the National Police Agency and the Vietnamese Ministry of Public Security is a model case of security cooperation between police agencies, producing various effects such as protecting overseas nationals and cooperating in international joint investigations," and added, "We will continue to strive to create an environment where our citizens can live safely in Vietnam through security cooperation with the Vietnamese Ministry of Public Security."

Meanwhile, the National Police Agency plans to strengthen security cooperation to protect overseas nationals and businesses active locally, expand joint investigations such as the arrest and repatriation of fugitives, and export excellent security equipment. This includes conducting a new ODA project next year to train the Traffic Police Department of the Vietnamese Ministry of Public Security in traffic management, enforcement system operation, and traffic accident investigation techniques.
