[Asia Economy Reporter Jongil Park] Nowon-gu (District Mayor Oh Seung-rok) announced that it will establish and implement safety management guidelines for demolition sites to prevent construction site collapse accidents.
The "Nowon-gu Demolition Plan Preparation Guidelines," the first of its kind nationwide, concretizes Seoul City's existing "Strengthened Safety Management Measures for Demolition Sites" to fit local conditions, incorporating differentiated reinforcement measures unique to Nowon-gu, such as strengthened on-site supervision.
The main content is the proper establishment of building demolition plans to prevent construction site safety accidents in advance. Although the Ministry of Land, Infrastructure and Transport and Seoul City have recently introduced significantly strengthened safety measures related to demolition site accidents, most small-scale demolition companies on the front lines are struggling to prepare the enhanced demolition plans.
To address these difficulties, the district referred to the strengthened measures and various manuals and sought expert advice. The demolition plan, which must be prepared for demolition permits and notifications, has been posted in the administrative data room on the district website for anyone who wishes to prepare it to download and utilize.
Measures to prevent the malpractice of "separate planning and construction" have also been prepared. At the time of construction notification, it is required to confirm and stamp that the structural reviewer, demolition site supervisor, site representative, and construction machinery operator are familiar with the contents of the demolition plan.
The scope of mandatory "on-site supervision" has been expanded. Among the strengthened measures established by Seoul City, the "on-site supervision" limited to demolition permit sites will be expanded to include all demolition sites, including those with demolition notifications.
Finally, essential checklists for each stage of demolition work have been established. Supervisors are required to conduct inspections and report regularly when essential checkpoints arise, and administrative monitoring of the entire process will be strengthened.
In 2019, the district established the "Nowon-gu Building Safety Center" to prevent various building safety accidents in the area and to build a comprehensive safety management system. Architects and structural experts are assigned to prevent construction site accidents, manage the safety of aging buildings, and conduct disaster management in preparation for natural disasters such as earthquakes and fires. By the end of 2022, additional professionals such as civil engineering construction engineers and construction safety engineers will be deployed.
District Mayor Oh Seung-rok said, "The recent accidents related to demolition sites are tragedies that must never be repeated," adding, "We will do our best to protect the precious lives and property of our residents through meticulous inspection and safety reinforcement throughout the entire process from the demolition planner to completion."
