View original image[Asia Economy Reporter Park Jun-yi] Won Hee-ryong, former governor of Jeju Province and presidential candidate of the People Power Party, has announced three core pledges: transitioning to With-Corona, half-half housing, and restructuring the Ministry of Economy and Finance.
On the afternoon of the 7th, at the ASSA Studio in Gangseo-gu, Seoul, Won announced these three pledges during the 'Change Korea, 3 Promises' event held for the first round of presidential primary candidates.
First, to combat COVID-19, he proposed transitioning to With-Corona and establishing a 100 trillion won recovery fund. Won emphasized, "We must no longer be deceived by the Moon Jae-in administration's COVID-19 measures. Above all, the self-employed and small business owners, whose livelihoods have been completely blocked by restrictions on operating hours and personnel limits, need to breathe freely. By firmly transitioning COVID-19 measures to With-Corona, we must scientifically and reliably implement COVID-19 prevention to grant the public freedom of activity."
Regarding the 100 trillion won recovery fund, he explained, "For post-COVID recovery, I proposed a 100 trillion won recovery fund through an emergency presidential financial order immediately after taking office. Fifty trillion won will be used for loss compensation, and the other fifty trillion won will be used to enhance survival capabilities."
The second pledge is 'National Chance' for securing housing and jobs. This includes 'Half-Half Housing,' where the state invests half the amount when newlyweds and young people purchase homes, and providing an 'Education Card' to assist youth job seekers. From age 18, for ten years, the state will support individuals with up to 20 million won for startup preparation funds, education expenses, and other options to help them find jobs.
The third pledge is 'Innovative Growth' for the next 30 years of future industries. To achieve this, he plans to restructure the Ministry of Economy and Finance into the Future Planning Agency. Inspired by the Economic Planning Board during the Park Chung-hee administration, this aims to implement bold innovative growth policies.

In response to former Prosecutor General Yoon Seok-youl's question about the financial sourcing for the recovery fund and half-half housing, Won said, "Initially, we considered special temporary purpose taxes or government bonds, but looking at the Moon administration's fiscal revenue this year, there may be no need for taxes or bonds. We can sufficiently use the excess tax revenue that the Moon administration has been wasting." Regarding half-half housing, he explained, "By issuing housing mortgages, bonds, and government bonds, the state can invest half the equity with 22 trillion won for youth and newlyweds."
