'Electronic Ankle Bracelet Tampering and Serial Murder' 56-Year-Old Kang Yoon-sung... "Disclosure Considering Public Interest" (Comprehensive)
[Asia Economy Reporter Lee Jung-yoon] The personal information of Kang Yoon-sung (56), who was arrested on charges of damaging an electronic tracking device (electronic anklet) and murdering two women, was disclosed on the 2nd.
The Seoul Metropolitan Police Agency held a personal information disclosure review committee (disclosure committee) meeting in the afternoon and revealed Kang's name, age, and photo. The disclosure committee consisted of three internal police members and four external members.
The committee explained, "This is a brutal crime that caused serious social unrest by consecutively murdering two victims using the same method," and "Considering the public interest such as the crime prevention effect gained from disclosing personal information, it was decided to disclose the suspect's personal information." They also stated, "The suspect has admitted to all the crimes, and sufficient evidence such as on-site forensic results and closed-circuit television (CCTV) footage has been secured." Kang is expected to stand at the photo line when transferred to the prosecution.
Disclosure of personal information is possible under the Act on Special Cases Concerning the Punishment of Specific Violent Crimes when all the following conditions are met: ▲the crime is a specific violent crime with cruel means and serious damage ▲there is sufficient evidence to believe the suspect committed the crime ▲it is necessary solely for public interest such as guaranteeing the public's right to know, preventing recidivism, and crime prevention ▲the suspect is not a juvenile.
Kang, who has 14 prior convictions including sex crimes, is charged with damaging the electronic anklet and fleeing, as well as murdering two women in their 40s and 50s.
Kang damaged the electronic anklet and fled on the 27th of last month but surrendered by driving the victim's car to Songpa Police Station around 8 a.m. on the 29th and confessed to killing the two women. The police believe Kang's first crime occurred between 9:30 and 10 p.m. on the 26th before damaging the anklet, and the next crime happened around 3 a.m. on the 29th, after fleeing and before surrendering to the police.
During the police investigation, Kang reportedly stated that the motive was related to "financial matters." The victims were acquaintances of Kang, and the bodies were found at Kang's residence and the victim's vehicle, respectively. An autopsy suggested that the victims died from strangulation.

Meanwhile, before his arrest, Kang appeared in court for the suspect interrogation (warrant hearing) and kicked a broadcast microphone toward reporters asking about his motive, saying, "Report properly." After the hearing, he acted violently, saying, "I regret not killing more," and "I did it because society is messed up," among other remarks.
