Assemblyman Jo O-seop Proposes Bill to Strengthen Punishment Regulations Related to Building Demolition Work
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Jo Oseop, a member of the National Assembly (Democratic Party of Korea·Gwangju Buk-gu Gap), announced on the 2nd that he has taken the lead in proposing the "Building Demolition Safety Enhancement Act (Partial Amendment to the Building Management Act)" as a follow-up measure to the Gwangju collapse accident.
This amendment reflects the investigation results of the Central Building Accident Investigation Committee and expert opinions to prevent the recurrence of construction accidents such as the demolition building collapse accident that occurred in Gwangju last June.
The main contents include ▲strengthening the on-site safety responsibility and authority of the permit issuer ▲preventing negligence of the demolition supervisor ▲recording photos and videos of major processes ▲strengthening the obligation of sincere demolition planning ▲enhancing management after completion of demolition work ▲strengthening punishment regulations related to demolition work.
In particular, the amendment requires the permit issuer to verify related documents, the consistency of the site, and the level of on-site safety management during administrative procedures such as construction start notifications, and to take immediate administrative actions against violations through on-site inspections.
Also, supervisors must register daily the supervision contents and on-site measures, and take and submit photos and videos of major processes.
Assemblyman Jo said, "Similar problems to the Gwangju demolition collapse accident commonly appeared in safety inspections of demolition sites in other regions conducted by the Ministry of Land, Infrastructure and Transport," adding, "We must strengthen the institutional safety net so that the lives and safety of the people are never lost in vain again."
Meanwhile, this amendment was jointly proposed by 12 members of the National Assembly, including Jo Oseop as the lead proposer, and Kang Eunmi, Kim Won-i, Moon Jinseok, Song Gapseok, Yoon Jaegap, Lee Hyungseok, In Jaegun, Woo Wonsik, Jo Eungcheon, Joo Cheolhyun, Jin Seongjun, and Hong Giwon.
