Next Year's Quasi-Tax Burden to Decrease by 3.5% Compared to This Year
Total Operating Scale 20.5 Trillion... Environmental Improvement Charge Decreases as Diesel Vehicles Decline
[Sejong=Asia Economy Reporter Moon Chaeseok] Next year, the scale of government-collected levies will be decided at an amount 3.5% lower than this year.
According to the '2022 Comprehensive Plan for Levy Operation' announced by the Ministry of Economy and Finance on the 2nd, the total levy amount next year will be 20.5 trillion won. The total number of levies will decrease by one from this year to 89. Levies are quasi-tax charges collected from persons related to specific public interest projects to secure the necessary funds for those projects.
The largest levies by scale include the National Health Promotion Levy (2.8 trillion won), the Special Contribution to the Deposit Insurance Bond Repayment Fund (2.1 trillion won), and the Electricity Industry Infrastructure Fund Levy (2.1 trillion won). The Constitutional Court ruled the additional charge on membership golf course facility entrance fees unconstitutional, and this abolition has been reflected in the figures.
Accordingly, the number of levies with reduced collection is 39, with a decrease of 1.6 trillion won. The number of levies that increased is 38, with an increase of 800 billion won.
Due to policies supporting early scrapping of diesel vehicles, the number of diesel vehicles subject to the levy has decreased, reducing the Environmental Improvement Levy by 200 billion won. The Waste Disposal Levy also decreases by 50 billion won as the amount of landfill and incinerated waste declines due to increased recycling rates. On the other hand, the Special Contribution to the Deposit Insurance Bond Repayment Fund increases by 200 billion won as the average deposit balance of financial institutions subject to deposit insurance rises. Contributions to the Credit Guarantee Fund increase by 100 billion won due to increased loans to small and medium enterprises and small business owners.
