Ministry of Land, Infrastructure and Transport Confirms 20 Regulatory Improvement Tasks at the 5th Regulatory Innovation Deliberation Committee Meeting
[Asia Economy Reporter Jo Gang-wook] Restrictions on reapplying for existing residents of Happy Housing will be lifted. Restrictions on re-entry to integrated public rental housing will also be eased. This will enable residents to move to other public rental housing.
The Ministry of Land, Infrastructure and Transport announced on the 27th that it held the 5th Regulatory Innovation Deliberation Committee on the 26th and reviewed and approved 20 tasks related to regulatory innovation and proactive administration.
First, support will be provided to make it easier for residents of Happy Housing and integrated public rental housing to relocate.
Currently, residents of Happy Housing and integrated public rental housing are generally prohibited from moving to other public rental housing of the same type.
The Ministry of Land, Infrastructure and Transport decided to remove the reapplication restrictions for existing residents of Happy Housing starting at the end of this year, considering the frequent movement characteristics of university students and youth, allowing them to freely move to housing closer to their workplace or with larger floor plans.
For integrated public rental housing, when applying for re-entry to other public rental housing with an appropriate floor plan due to childbirth or elderly parent care, the penalty points previously given to existing residents during tenant selection will be excluded.
The notification items for construction work ledgers will be reduced.
Currently, construction projects with a contract amount of 100 million KRW or more must notify the construction work ledger details to the Construction Industry Comprehensive Information Network within 30 days of contract signing, but going forward, overlapping notification items with other systems such as Seumter and Nara Marketplace will be reduced to lessen the burden.
When applying for dispute mediation in multi-family housing, a seal certificate of the principal is required if a proxy is used, but the Ministry plans to allow a certificate verifying the principal’s signature instead of the seal certificate.
Additionally, improvements will be promoted in areas such as Δ improving the calculation method for maximum load capacity of light cargo vehicles Δ revising regulations on gas transportation devices for gas transport vehicles Δ relaxing installation standards for end-of-vehicle lamps Δ clarifying the scope of replacement for refrigerated and frozen vehicles Δ preparing precautions for self-pay confirmation when purchasing used cars Δ and improving regulations on urban regeneration commercial remodeling projects.

Meanwhile, as the term of the 2nd Regulatory Innovation Deliberation Committee’s private members expires with this meeting, the Ministry plans to reorganize the 3rd private members by newly appointing youth members to gather opinions from more diverse social groups and industries.
