According to the county on the 23rd, the safe alleyway creation project is part of the Haenam-eup Urban Regeneration New Deal project, carried out to improve the alleys in the aging residential area.
The target area this time is the section from the 5-Day Market to Ojakgyo Bridge, a place known for frequent 112 emergency calls as residents have expressed fear and anxiety about walking at night.
Accordingly, the county utilized the CPTED technique, which removes or minimizes potential factors that could cause crime to create a crime-prevention environment. They implemented murals and color paving with nature-inspired designs, transforming the alley into a bright, walkable environment, which received great positive responses from residents.
Additionally, to minimize residents' sleep disturbances caused by security lights while ensuring no hindrance to nighttime passage, the lighting was set to be turned on and off in the evening and late night separately, considering the residents' living stability. CCTV was also installed for crime prevention to ensure safety.
The county plans to create two more safe alleyways through the Urban Regeneration New Deal project and is currently conducting an idea contest to encourage direct participation from residents.
The Haenam-gun Urban Regeneration New Deal project is a large-scale general neighborhood-type urban regeneration project targeting Godori area in Haenam-eup, scheduled to run until 2024 with a project budget of 14.2 billion KRW.
Under the vision of "Revitalizing the old downtown of Haenam-eup with beautiful markets, streets, and streams, and creating a happy living space nurturing the future of children and the community," the county will utilize traditional markets such as the 5-Day Market and Daily Market as regional community, startup, and tourism hubs, create specialized streets, and promote commercial revitalization and residential environment improvement.
To this end, the county plans to build region-customized infrastructure, including creating complex hubs for systematic management of the old downtown, and improve residential and alley environments.
County Governor Myeong Hyun-gwan said, "The urban regeneration project is a core pledge promised to the residents during the 7th local government term. It is most important to restore the functions of the old downtown in the deteriorated town area and achieve balanced regional development." He added, "Starting with the creation of safe alleyways, we will prioritize residents' safety and pleasant environment improvements and promote effective urban regeneration projects."
