Infrastructure Installation Plan for Songdo 11-1 District [Provided by Incheon Free Economic Zone Authority]
View original image[Asia Economy Reporter Park Hyesook] The infrastructure construction for District 11 of Songdo International City in the Incheon Free Economic Zone, being developed as an advanced industrial cluster for bio and research & development (R&D), is set to begin in earnest.
The Incheon Free Economic Zone Authority announced on the 19th that it has started the first phase of infrastructure construction for Songdo District 11-1 (4.08㎢), aiming for completion in 2024.
District 11 is virtually the last remaining land for corporate attraction in Songdo International City. The Incheon Free Economic Zone Authority plans to simultaneously commence the second and third phases of construction for District 11-1 next year and complete all infrastructure installations by 2025.
Originally, the Authority targeted 2026 for the completion of infrastructure construction in Songdo District 11-1, but due to increasing land demand and the need to activate the industrial complex, it decided to start phases 2 and 3 together for early infrastructure development.
The infrastructure construction for Songdo District 11-1, with an investment of 800 billion KRW, includes the installation of 21.8 km of roads, 48.6 km of water supply pipelines, 50 km of stormwater pipes, 25.8 km of sewage pipes, and 5 km of retention basins.
The first phase of District 11-1, which has begun construction, is adjacent to Songdo Districts 5 and 7 and is primarily planned as industrial facility land to attract investments from domestic universities and bio-related companies and R&D complexes.
Songdo District 11 covers an artificially reclaimed area of 6.92㎢, and when combined with surrounding wetlands and waterways, the total area is 12.45㎢. This area is designed as a mini new city with self-sustaining functions by complexly arranging industrial, business, commercial, and residential land along with public facilities such as parks, green spaces, and schools.

Lee Won-jae, head of the Incheon Free Economic Zone Authority, stated, "Once the infrastructure construction of District 11, developed as an advanced industrial cluster including bio in connection with Songdo Districts 5 and 7, is fully completed, Songdo will become the best global city with comprehensive competitiveness in planning and location, surpassing any other city."
