Gwangjin-gu Offers Additional Vaccine Reservations for General Public Aged 18-49 Who Missed Pre-Booking
[Asia Economy Reporter Park Jong-il] Gwangjin-gu (Mayor Kim Seon-gap) is providing additional reservation guidance for the general public aged 18-49 who missed the vaccine pre-booking.
Reservations for vaccine inoculation for ages 18-49 were conducted via a 10-day system based on the last digit of the birth date from the 9th to 6 PM on the 19th. The 10-day system allows booking on the date matching the last digit of the birth date.
Those who missed their designated reservation date can make additional reservations between August 19 and September 18. Initially, additional reservations were planned only from August 19 to 21, but the period has been extended to one month.
Accordingly, if you missed the 10-day reservation period, those aged 36-49 (born 1972-1985) can make additional reservations on August 19-20, and those aged 18-35 (born 1986-2003) on August 20-21.
Reservation times are from 8 PM on the day to 6 PM the next day.
Also, from 8 PM on August 21 to 6 PM on September 18, all ages 18-49 can make reservations, so anyone who missed their age-specific reservation period can book during this time.
Reservations can be made through the pre-booking website after simple authentication, and only self-reservations are allowed (proxy reservations are not possible). The vaccination period is from August 26 to October 3, and the vaccine types are Pfizer or Moderna.

Yeongdeungpo-gu Mayor Chae Hyun-il Visits Lifelong Education Institutions to Promote Lifelong Education Voucher Program
On the morning of the 17th, the first day of applications for the lifelong education voucher, Yeongdeungpo-gu Mayor Chae Hyun-il visited lifelong education institutions located in Daerim 2-dong and spoke with residents about the program.
Mayor Chae promoted the lifelong education voucher program to students and encouraged applications, holding a free communication session about courses of interest and desired lifelong learning policies.
Yeongdeungpo-gu is recruiting applicants to participate in the 'Yeongdeungpo Lifelong Education Voucher' program, the first of its kind among Seoul's autonomous districts, until the 31st.

Jungnang-gu Recruits 360 Participants for Hope Work Program to Support Vaccination and Quarantine
Jungnang-gu (Mayor Ryu Gyeong-gi) is recruiting 360 participants for the 2nd Hope Work Support Project to assist residents facing economic difficulties due to COVID-19.
This project aims to improve employment conditions for vulnerable groups and provide manpower for vaccination and daily quarantine efforts. Previously, 353 residents were selected in the 1st recruitment and assigned to tasks such as temperature checks and promoting quarantine rules.
In the second half of the year, recruitment covers 19 fields including ▲support for vaccination center operations (67 people) ▲school management support (47 people) ▲district quarantine and vaccination support (39 people) ▲COVID-19 screening clinic operation support (10 people) ▲environmental cleanup at illegal dumping sites (110 people), among others.
The work period is from September 13 to December 10. Those under 65 work 6 or 8 hours per day, and those 65 or older work 3 hours per day. Wages are 8,720 KRW per hour plus 8,000 KRW in incidental expenses, with weekly holiday pay also provided.
Applicants must be Jungnang-gu residents aged 18 or older with household income below 70% of the median income and assets under 300 million KRW. However, those currently participating in full-time direct job projects, overlapping participants, repeat participants, and families of public officials are excluded.
Priority is given to vulnerable groups such as low-income individuals, persons with disabilities, multicultural families, and female heads of households. Additional points are awarded in vaccination support fields based on age and computer skills due to the importance of the project.
Residents wishing to participate should bring identification and visit their local community service center between the 17th and 23rd. Selection results will be announced on September 6 at each community center.
Selected participants will work at COVID-19 1st and 2nd vaccination centers (Jungnang Cultural Sports Center, Jungnang-gu Office), 47 elementary, middle, and high schools in the area, and the district screening clinic.

Dobong-gu Holds Naming Contest for Dobong-gu Community Center Main Auditorium and Small Performance Hall
Dobong-gu (Mayor Lee Dong-jin) is holding a contest to rename the 'Main Auditorium and Small Performance Hall' in line with facility improvements including lobby renovations at the Dobong-gu Community Center to create a complex cultural and artistic space.
The contest targets the Dobong-gu Community Center main auditorium (1st and 2nd floors with 550 seats) and small performance hall (3rd floor with 190 seats), and anyone can participate regardless of residence.
The contest period is from August 18 to 27 (10 days). Submissions should be made by filling out the proposal form posted on the Dobong-gu website and sending it via email to the person in charge (archifarm@dobong.go.kr).
Each person may submit only one entry. Winners will be announced on September 14 on the Dobong-gu website.
The district will select the final names considering suitability, popularity, and relevance, aiming for names that fit the complex cultural and artistic space, are modern, easy to understand and friendly, and show connection between the main auditorium and small performance hall. Dongdaemun-gu Provides Scholarships Totaling 125 Million KRW to 131 Students
Dongdaemun-gu (Mayor Yoo Deok-yeol) is significantly expanding scholarships this year to discover and nurture outstanding local talents and provide equal educational opportunities to low-income youth.
This year, 131 scholarship recipients were selected, including 30 academic excellence scholars recommended by school principals, 51 general scholars, 47 children of community service volunteers, and 3 equal opportunity scholars from Seoul International High School, with a total scholarship amount of 125 million KRW.
Recipients are selected through the Dongdaemun-gu Scholarship Fund Management Committee. From this year, the eligibility for general and community service scholarships has been expanded to allow more youth to benefit.
Academic excellence scholarships are awarded to students graduating from local middle schools within the top 3% of their class who enter local high schools and are recommended by their principals.
General scholarships are given to children of financially struggling families, and community service scholarships are awarded to children of those who contributed to community development, recommended by the district chief.
Since December 2009, Dongdaemun-gu has established the 'Dongdaemun-gu Scholarship Fund Establishment and Operation Ordinance' to discover and nurture local talents and support students facing financial difficulties, promoting equal educational opportunities and academic achievement.
From 2010 to now, a total of 2.77 billion KRW has been raised, with 125 million KRW awarded to 131 students this year, totaling 922 million KRW to 734 students so far.

Seongbuk-gu Lifelong Learning Center Opens Registration for Second Half Programs from the 19th
Seongbuk-gu (Mayor Lee Seung-ro) will operate the second half lifelong learning programs starting September 6.

Gwanak-gu Recruits Students for Women’s Employment and Entrepreneurship Success Project ‘Know Yourself and Find Your Job!’
Gwanak-gu (Mayor Park Jun-hee) is recruiting students for the employment and entrepreneurship success project ‘Know Yourself and Find Your Job!’ until the 20th.
The program targets women with career interruptions or those hoping to find employment or start a business, providing aptitude exploration and experiential education to help set career paths and support economic participation through self-development in promising future industries.
The courses are divided into three: two employment and entrepreneurship literacy courses and one ‘Find My Job’ course, all conducted online to prevent COVID-19.
The literacy courses include ‘Self-Branding: Skills to Promote Yourself’ and ‘MBTI and Career Exploration,’ helping students find their strengths and suitable jobs through self-branding and MBTI diagnosis.
The ‘Find My Job’ course, ‘Health in Old Age and Silver Cognitive Play Instructor,’ teaches about jobs emerging in an aging society and offers the opportunity to obtain a private certification as a Silver Cognitive Play Instructor.

Eunpyeong-gu Installs and Operates ‘On-site Mobile Screening Stations’ at Construction Sites
Eunpyeong-gu (Mayor Kim Mi-kyung) is installing and operating ‘On-site Mobile Screening Stations’ at construction sites from the 13th to the 31st to prevent cluster infections.
Construction sites have many shared spaces for meals and breaks, posing a high risk of cluster infections. Especially from June to August, some construction workers and foreign workers tested positive, highlighting the need for accessible testing during work hours.
Therefore, the district plans to install and operate mobile screening stations at all construction sites with 30 or more workers (9 sites, about 2,800 workers) until the 31st, allowing workers to get tested without waiting.
Mayor Kim Mi-kyung said, “We expect this mobile screening to prevent large-scale cluster infections at construction sites. We ask workers to avoid crowded places during vacations and get tested before returning to daily life even if asymptomatic.”
Yeongdeungpo-gu (Mayor Chae Hyun-il) is holding a ‘Clean Governance Content Contest’ to spread and establish a culture of integrity in the community.
Under the slogan ‘Raise Integrity, Enrich the Heart,’ this contest aims to increase public interest in integrity and build a shared understanding between the public and government by having residents create content themselves.
Anyone interested in integrity, including residents or local organizations, can participate individually or as a team.
The contest themes include ▲Ideal images for fostering a culture of integrity in Yeongdeungpo-gu ▲Integrity-related episodes experienced in daily life such as home, school, or workplace ▲Anti-corruption and integrity-themed clips ▲Proposals for eradicating abuse of power and promoting a sound culture of integrity ▲Ideas or parodies related to the Improper Solicitation and Graft Act and public interest reporting, freely created to realize a clean Yeongdeungpo.
Entries can be submitted in various formats such as vlogs, storytelling, parody videos, posters, slogans, and poems. Multiple entries per category are allowed in two categories: 1) video and poster, 2) slogan and poem.

Submitted works will be fairly judged based on feasibility, relevance, and creativity. Eight winners will be selected: one grand prize, one excellence prize, and two encouragement prizes per category. Winners receive certificates from the mayor and up to 1 million KRW in prize money. Excellent works will be used in various integrity education and promotional materials.
Winners will be announced on the district website and notified individually in November.

Jung-gu Operates Resource Circulation Education ‘Our Neighborhood Earth Care’
Jung-gu (Mayor Seo Yang-ho) is conducting resource circulation education from this month to proactively respond to the rapidly worsening waste crisis after COVID-19.
‘Our Neighborhood Earth Care’ educates residents, workers, and students interested in the environment about waste issues, proper waste separation, and zero waste practices.
It also includes field trips to facilities like incinerators and recycling sorting centers to change perceptions of unpleasant facilities.
The education is divided into two sessions. Considering COVID-19, the first session started online on August 2, and the second will be held from August 26 at the newly opened Jung-gu Resource Circulation Education Center (tentative name).
The center was established to create various environmental education programs and lead waste reduction models with residents to actively address the waste crisis and climate change.
The district also supports ‘Earth Saving Groups,’ allowing residents to form learning and activity groups on environmental topics to solve environmental problems.
Ten teams of 3-4 residents active or planning activities in the environment field will be selected and receive 200,000 KRW per team for activities.
Applications are accepted from the 17th to 26th, with interviews conducted online if necessary. Final selections will be individually notified on the 27th, and activities start in September.

Jongno-gu Sends Congratulatory Postcards for First Resident Registration Card Issuance
Jongno-gu (Mayor Kim Young-jong) is providing congratulatory postcards to youths receiving their first resident registration card starting this month.
This aims to instill pride and belonging as community members and encourage a hopeful future. The target is about 1,500 new card recipients born between 2004 and June 2005.
The postcard contains messages congratulating them on becoming legal adults and supporting their happy future plans in Jongno.
It also provides information on reporting and reissuing lost ID cards. Applicants should bring a photo taken within the last six months (3.5cm×4.5cm) and a 5,000 KRW fee to the nearest community service center.

Gangseo-gu Operates ‘Social Economy Startup Academy’
Gangseo-gu, Seoul (Mayor Noh Hyun-song) is acting as a guide for prospective social economy entrepreneurs.
The district operates the ‘Social Economy Startup Academy’ for residents interested in starting social economy enterprises.
This academy aims to discover social entrepreneurs preparing to start businesses and provide strategies and know-how needed for the startup process to help them grow into solid social economy enterprises.
Lectures run from September 28 to November 2, divided into basic and advanced courses.
The basic course includes five sessions: ▲Understanding Social Economy ▲Business Planning Strategy ▲Startup Item Solution ▲Concrete Revenue Structure ▲Business Plan Writing. Participants review the startup process with consulting experts and build a foundation for practical entrepreneurship.
The advanced course selects 10 teams from the basic course with concrete startup items for customized group mentoring, refining customer targeting, market analysis, and business model advancement to prepare business plans for entering the social economy.
After completing both courses, a ‘Business Plan Presentation’ will be held for participants to showcase their projects.
Two outstanding participants will receive priority entry into next year’s ‘Social Entrepreneur Development Project.’

Gangdong-gu Selects 19 ‘Youth Part-Time Job Friendly Businesses’
Gangdong-gu (Mayor Lee Jeong-hoon) is marking the second year of the ‘Youth Part-Time Job Friendly Business Certification Project,’ the first of its kind among Seoul’s autonomous districts.
Since 2020, the district has selected and supported ‘Youth Part-Time Job Friendly Businesses’ to protect youth labor rights and improve working conditions.
To be certified, businesses must meet five criteria: ▲Written labor contracts ▲Compliance with minimum wage ▲Payment of weekly holiday pay ▲Respectful treatment ▲Recommendations by youth part-time workers, with final selection after a second on-site inspection.
Starting with 12 businesses selected last year, 19 businesses were finalized at the ‘Gangdong-gu Youth Labor Rights Protection Public-Private Council’ meeting on the 13th. Certification plaques will be delivered on September 1.
Mayor Lee Jeong-hoon said, “Youth labor rights should be guaranteed by labor laws, but the reality is regrettable. We will strive to ensure that the rights of youth working in poor conditions apply to all workplaces through this certification project.”
The on-site inspection involved youth labor rights protection teams trained by certified labor attorneys. The survey was conducted over two months (June-July) among 164 youth workers who recommended 23 businesses meeting the five certification criteria.
Seocho-gu Finds ‘Greta Thunberg No.1’ Environmental Communicator
Seocho-gu (Mayor Cho Eun-hee) announced it has found Seocho’s first environmental communicator ‘Greta Thunberg No.1,’ fitting its role as a leading city in climate change response.
This comes just eight months after declaring itself an ‘Environmental Education City’ in November last year, the first among Seoul districts.
Recognizing serious environmental issues like rapid climate change and responding jointly, on November 9, 2020, the Seoul Gangnam-Seocho Office of Education (then Superintendent Kim Yong-ho, now Jo Yang-sang), Seocho-gu’s local environmental education center EcoMom Korea (CEO Ha Ji-won), and Seocho-gu jointly declared ‘Environmental Education City’ to preserve a pleasant and beautiful green city as a sustainable living space.
As part of eight climate change policies established in July last year, the district promoted the ‘Seocho Eco Friends Festa’ environmental education program for elementary school classes and clubs, with the slogan ‘Finding Seocho’s Greta Thunberg!’ A total of 244 students from five schools and 10 classes participated.
The program, inspired by Swedish teenage environmental activist Greta Thunberg, encourages students to set and present their own ideas for protecting the Earth, spreading awareness through peer influence.
From May to July, recruitment for participation began, followed by basic climate crisis education through in-person and online lectures. Students reflected on climate and environmental issues, selected practical ideas for daily action, implemented them, and documented the process in videos.
All 244 students acted as environmental communicators learning and practicing about ‘Climate Change and Me.’ While all deserved awards, judges composed of environmental professors and experts selected the U-myeon Elementary School club ‘U-myeon Love Practice Group’ and Banwon Elementary School 3rd grade class 3 for outstanding performance.
They focused on practical ideas like reducing meat consumption, which emits more greenhouse gases than all vehicles worldwide, using tumblers and eco-bags, avoiding food waste, and properly separating transparent PET bottles.
Mayor Cho Eun-hee said, “Changing and responding to the environmental crisis requires changing people through consensus and awareness. Environmental education for children, the future actors of climate action, is crucial in the Green New Deal. We will strengthen the foundation as a leading city in climate change response through systematic and continuous environmental education like the Seocho Eco Friends Festa.”
Guro-gu Selected for Excellent Reading Program Contest for Three Consecutive Years
Guro-gu (Mayor Lee Sung) has been selected for the Excellent Reading Program Contest hosted by the National Reading Cities Association and supported by the Ministry of Culture, Sports and Tourism and the Korea Publication Industry Promotion Agency for three consecutive years.
The National Reading Cities Association, founded in 2018, promotes exchange and cooperation among reading cities to enhance reading promotion policies and spread reading cities nationwide.
Guro-gu was selected in 2019 for programs such as ‘Picture Books, Embracing Life’ and ‘Lead with Reading!’ and in 2020 for the ‘Guro Neighborhood Walk’ program, securing 10 million KRW annually.
This year, Guro-gu’s ‘Poetry Loved by Guro’ was selected, receiving 10 million KRW to operate the ‘Writing Poetry Together’ program until December.
The ‘Writing Poetry Together’ program involves residents creating a picture-illustrated children’s poetry book. Participants attend poetry writing classes by children’s poets and write poems and draw pictures about local landmarks like Gocheok Sky Dome and Anyangcheon.
The program is held at six locations including Gaebong Children’s Library, Guro Miracle Library, Forest Small Library, Gaebong Elementary School, Bunny Kindergarten, and Seoul 50+ Southern Campus, with about 150 residents forming around 30 teams.
After completing the poetry book in October, a publication celebration and exhibition will be held in November, along with a YouTube channel session featuring meetings with the poets.
Dongjak-gu Completes Improvement Construction of Ggachisan Walking Trail
Dongjak-gu (Mayor Lee Chang-woo) has completed improvement construction of the Ggachisan (Mt. Ggachi) walking trail (Sa-dang-dong San 44-29 area) and unveiled the renovated trail.
Ggachisan is a 120-meter-high neighborhood mountain in Sadang-dong, connected to the foothills of Gwanak Mountain and an ecological bridge along a main road.
The project was initiated after the ‘Please Improve the Retaining Wall Landscape at Ggachisan Entrance’ was selected through last year’s resident participatory budget.
There were concerns about pedestrian safety due to the lack of safety guards on the retaining wall and moss accumulation between walls harming the village’s appearance.
The district invested about 55 million KRW, conducting site inspections and gathering residents’ opinions to carry out cleaning of the retaining wall, trail widening, table installation, safety railing installation, and tree planting.
Specifically, the concrete retaining wall was cleaned to remove grime and improve aesthetics, repaired for safety, and safety railings were installed for pedestrian protection.
The trail width was expanded from 2m to 3m, tables were installed for residents’ convenience and rest, and trees such as hydrangeas, red spider lilies, and daylilies were planted to provide small joys through flowers and greenery.
A resident walking the trail said, “The trail is wider, making it easier and cleaner to walk, and the tables allow resting and chatting with acquaintances.”
