Jung Se-kyun: "National and public school sites to have classrooms on floors 1-5, residential spaces from 6th floor up"
[Asia Economy Reporter Jeon Jin-young] Jeong Se-gyun, a presidential candidate from the ruling party and former Prime Minister, stated on the 10th, "We will stabilize housing prices to the 2017 level by supplying a housing bomb of 2.8 million units."
On the same day, Jeong held a press conference at the National Assembly and announced this housing policy as a campaign pledge.
This policy involves supplying a total of 2.8 million units through 1.3 million public housing units and 1.5 million private supply units. Jeong said, "Among the public housing, we will supply 1 million public rental housing units," and explained that these will be prepared through construction-type rental housing, jeonse rental housing, and redevelopment profit recovery. The remaining 300,000 public housing units will be supplied as half-price housing and half-half housing.
He added, "We will develop sites of national and public schools in urban areas by increasing building coverage ratio and floor area ratio," and said, "Floors 1 to 5 will be school facilities, and floors 6 and above will be residential spaces so that parents can live there while their children attend school."
Regarding the funding method, he said, "It is possible to raise 93 trillion won through the Housing and Urban Fund," and "Including 40 trillion won from the general budget for public rental housing, the total of 133 trillion won is sufficient to supply 1 million public rental housing units."
Regarding the housing policy of his opponent, Gyeonggi Province Governor Lee Jae-myung, Jeong criticized it as an "unrealistic pledge," saying, "There is no land in station areas to build 1 million units."

He also pointed out, "Governor Lee and former Democratic Party leader Lee Nak-yeon talked about expanding supply while simultaneously pledging to introduce a national land holding tax, limit land ownership, and strengthen comprehensive real estate tax," and said, "Strengthening taxation alone does not help stabilize prices."
