Namwon-si to Conduct 'Farmland Usage Survey' Until November
[Namwon=Asia Economy Honam Reporting Headquarters Reporter Jeong Young-kwon] Namwon City, Jeonbuk (Mayor Lee Hwan-joo) announced on the 10th that it will conduct the 2021 Farmland Usage Survey by November 30 to uphold the principle of "Gyeongja Yujeon," which is the foundation of agriculture.
The main focus of this farmland usage survey is farmland acquired by non-resident heirs or buyers over the past 10 years and farmland owned by agricultural corporations.
In particular, for agricultural corporations, the survey plans to focus not only on whether actual agricultural management is being conducted but also on compliance with farmland ownership requirements such as the proportion of farmers among the executive officers and the investment limits of farmers.
The survey will investigate whether farmland owners are engaged in agricultural management, focusing on unauthorized fallow land and illegal leasing. It will also conduct status surveys and guidance inspections on agricultural facilities with illegally installed structures such as farm sheds, embankments, and solar power facilities, which have recently increased in violation cases of the Farmland Act (including livestock barns, mushroom cultivation houses, insect breeding houses, etc.).
Farm sheds are facilities installed for storing agricultural materials and machinery directly needed for farming work, simple processing of harvested agricultural products, or temporary rest during farming. According to the Farmland Act, they must be installed with a total floor area of 20㎡ or less, and using them for residential purposes constitutes a violation of the Farmland Act.
In the case of embankments, they must not harm the agricultural management of nearby farmland and must use soil suitable for farming. Using soil that harms nearby farmland or inappropriate soil such as recycled aggregates constitutes a violation of the Farmland Act.
Based on the results of the farmland usage survey, the city plans to take administrative actions such as imposing farmland disposal obligations through hearing procedures against violations of the Farmland Act, including illegal ownership or leasing of farmland and unauthorized fallow land.
Mayor Lee Hwan-joo said, "Through this survey, we plan to focus on farmland owned by non-resident owners and agricultural corporations, where violations of the Farmland Act have been frequent," and added, "We will continue to strengthen farmland usage surveys to establish order under the Farmland Act and promote efficient farmland management."
