Park Ki-young, Chief of Staff, 'Surprisingly Appointed' as First Energy Vice Minister in Moon Administration

[Sejong=Asia Economy Reporter Kwon Haeyoung] Park Ki-young, the current Director General of Planning and Coordination at the Ministry of Trade, Industry and Energy (MOTIE), has been appointed as the Deputy Minister in charge of energy at MOTIE, leading carbon neutrality policies in the energy sector. This appointment is being regarded as a surprising 'shock personnel move' both inside and outside the government, including within MOTIE.
The Blue House announced on the 5th that Park Ki-young has been appointed as the newly established Second Deputy Minister of MOTIE, effective from the 9th.
Born in 1965, the new Second Deputy Minister Park graduated from Inchang High School in Seoul and Seoul National University with a degree in International Economics, entering public service through the 34th Administrative Examination. He has worked across trade, industry, and energy sectors, and is particularly recognized for his expertise in trade. In the energy sector, he served as Head of the Energy Demand Management Policy Division in 2014 and as Director General of Energy Resources Policy in 2018.
Initially, candidates for the Second Deputy Minister of MOTIE included Joo Young-joon, current Director General of Energy Resources, Kang Kyung-sung, Director General of Industrial Policy, and Lim Chun-taek, former President of the Korea Energy Technology Evaluation Institute. Especially, Joo, who has overseen energy policy for over two years and handled difficult tasks, was expected to be the likely pick. Since Park’s name was hardly mentioned in the rumor mill, his appointment as Second Deputy Minister is considered an unexpected personnel decision.
Previously, Park served as Deputy Minister for Trade from December 2019 until March this year, when he moved to the position of Director General of Planning and Coordination. Although this was a horizontal move between the same grade, moving from Deputy Minister to Director General was unprecedented and regarded as an unusual personnel decision at the time. After five months, he was suddenly promoted to the newly established Second Deputy Minister position, taking on the role of leading carbon neutrality policies in the energy sector.
Park Soo-hyun, Senior Secretary for Public Communication at the Blue House, said in a briefing that "Newly appointed Second Deputy Minister Park Ki-young is expected to successfully complete key policies such as the hydrogen economy, Green New Deal, energy transition, and carbon neutrality based on his high expertise in energy and resource policies, excellent work execution capabilities, and smooth communication skills."
This appointment has also brought renewed attention to the Inchang High School alumni network. Among its notable members are Jeong Tae-ho, a Democratic Party lawmaker, Yoon Jong-won, President of IBK Industrial Bank of Korea, and Lee Jae-gap, former Minister of Employment and Labor.
An official from MOTIE said, "They say you never know about Blue House personnel moves until the lid is lifted, and this time again, the appointment defied expectations. Although Park has a strong trade image, he also has a deep understanding of the energy sector, having served as Head of the Energy Demand Management Policy Division and Director General of Energy Resources Policy, so he is expected to lead energy transition policies for carbon neutrality well."
Yeo Han-gu, Secretary for New Southern and New Northern Policies at the Presidential Office, has been appointed as Director General of Trade Negotiations. Accordingly, MOTIE will be led by Minister Moon Seung-wook, a 33rd Administrative Examination pass, along with Deputy Minister Park Jin-gyu and Second Deputy Minister Park Ki-young, both 34th passers, and Director General Yeo Han-gu, a 36th passer.
