Starting from the 4th, the general supply of public sale apartments in the first round of preliminary subscription in the metropolitan area and the subscription schedule for newlyweds' hope towns for residents of the metropolitan area will begin. Given that the special supply of public sales and the preliminary subscription for newlyweds' hope towns for residents of the respective areas, which were conducted earlier, caused a "blockbuster sensation," it is expected that the general supply will also attract significant interest. However, for the 84㎡ (exclusive area), which saw concentrated subscription applications with a highest competition rate of 240 to 1 (Incheon Gyeyang district), there are only 17 households available in the general supply, which is expected to cause dissatisfaction among homebuyers.

According to the Ministry of Land, Infrastructure and Transport on this day, 40,328 applicants applied for 3,955 households in the first round of preliminary subscription for public sale special supply and newlyweds' hope town priority supply for the respective regions, which closed the day before, recording an average competition rate of 10.2 to 1. The public sale special supply had a competition rate of 15.7 to 1, and the newlyweds' hope town priority supply for the respective regions had 4.5 to 1. Considering that the average competition rate for public sale special supply in the metropolitan area over the past five years was 2.6 to 1, it is analyzed that the preliminary subscription has succeeded in attracting attention.
The most popular location was Incheon Gyeyang, included in the preliminary subscription targets among the 3rd phase new towns. Both the public sale special supply (25.7 to 1) and the newlyweds' hope town (7.7 to 1) showed the highest competition rates. On the other hand, in Namyangju Jinjeop 2, the public sale special supply 51㎡ and newlyweds' hope town 55㎡ were undersubscribed with competition rates of 0.9 to 1 each.
Lee Eun-hyung, a senior researcher at the Korea Construction Policy Research Institute, explained, "In the case of Incheon Gyeyang, the high competition rate seems to be due to the many surrounding areas nearby," adding, "On the other hand, Namyangju Jinjeop 2 is relatively weak in terms of size and location, and since the preliminary subscription prices were not significantly different from nearby market prices, this seems to have affected the results."
Another characteristic is that applications were concentrated on medium-sized apartments rather than small ones. The most competitive was the public sale special supply Incheon Gyeyang 84㎡, with 4,796 applicants for 20 units, recording a competition rate of 239.8 to 1. The next highest competition rate was Namyangju Jinjeop 2 public sale special supply 84㎡, with a competition rate of 63.3 to 1.
The 84㎡, known as the "national standard size," is the most preferred size by demanders, but since public sales are mostly filled with small units, the supply volume was small, which led to concentrated interest.
Preliminary Subscription Round 2... General Supply Begins
From this day, applications for the general supply of public sales and newlyweds' hope towns in the metropolitan area will be accepted. The total number of general supply public sale units is 378, with 110 units in Incheon Gyeyang, 174 units in Namyangju Jinjeop 2, and 94 units in Seongnam Bokjeong 1. A Ministry of Land official explained, "Since the general supply is expected to attract more interest than the special supply, the number of applicants is expected to be high."
On the 4th, applications will be accepted only from first-priority applicants who reside in the respective areas, have been without a home for three years, and have paid at least 6 million KRW into their subscription savings accounts. On the 5th, applications will be accepted from all first-priority applicants residing in the respective areas. First-priority applicants residing in the metropolitan area can apply from the 6th to the 10th. For newlyweds' hope towns, subscription applications for residents of Seoul and other metropolitan areas will be accepted from the 4th to the 11th.
Incheon Gyeyang, Namyangju Jinjeop 2, and Wirye districts supply 50% of units to metropolitan area residents, unlike Seongnam Bokjeong 1 and Uiwang Cheonggye 2, which supply 100% to residents of the respective areas. However, the general supply of the highly popular 84㎡ units is only 17 units in total: 8 units in Incheon Gyeyang and 9 units in Namyangju Jinjeop 2. Also, the newlyweds' hope towns in Seongnam Bokjeong 1 and Uiwang Cheonggye 2 have completed 100% supply to residents of the respective areas and are excluded from the subscription.
Will Preliminary Subscription Lead to 'Housing Price Stability'? Experts Say "Unlikely"
Although enthusiasm for the preliminary subscription is high, experts predict it will be difficult to calm the soaring apartment prices centered in the metropolitan area. If the current trend of rapidly rising monthly rent prices continues, it is more likely that people will shift towards purchasing homes rather than waiting for the uncertain move-in to the 3rd phase new towns while enduring years of monthly rent.

Ko Jong-wan, president of the Korea Asset Management Research Institute, said, "While it may somewhat alleviate the anxiety of demanders, it does not seem that housing purchase demand will significantly decrease this fall or next spring due to the preliminary subscription," adding, "To stabilize housing prices, the government must quickly present short-term supply measures that allow move-in within 2-3 years and measures to stabilize monthly rent."
