During the comprehensive policy inquiry at the National Assembly's Budget and Accounts Special Committee, in response to a related question from Kim Byung-joo of the Democratic Party of Korea, Prime Minister Kim said, "If the National Assembly, the representative body of the people, reaches a bipartisan agreement and decides, we have no choice but to reconsider the scope of the national support fund payment."
Regarding the scope of the COVID-19 coexistence national support fund, which was decided to be paid at 250,000 won per person, the ruling party advocates for 'universal payment,' while the government insists on 'the bottom 80% of income earners,' and this is the first time Prime Minister Kim mentioned the possibility of universal payment.

However, Prime Minister Kim added, "There will be considerations as to why the financial authorities have been concerned about selective payment, and whether the public wants everyone to receive the same amount or whether more substantial support should be given to those who are more in need."
