Seoul City Provides Up to 1 Million KRW in 2nd Round of 'Living Stability Fund' to 5,000 Artists
Applications Open from the 21st, Payments Made in September
[Asia Economy Reporter Lim Cheol-young] On the 13th, the Seoul Metropolitan Government announced that it will provide up to 1 million KRW per person in 'Artist Livelihood Stabilization Funds' to 5,000 artists struggling financially due to the prolonged COVID-19 pandemic.
This is the second additional announcement of the Artist Emergency Disaster Support Project that Seoul City launched in March to support artists, targeting those who missed the application at that time.
The eligibility for the Seoul Artist Livelihood Stabilization Funds includes artists residing in Seoul who hold an 'Artist Activity Certification' and whose household income is at or below 120% of the median income.
This project relaxes some disqualification criteria from the first phase to allow more artists to easily receive the livelihood stabilization funds. Additionally, the payment criteria for health insurance premiums, which apply to single-person regional subscriber households, have been eased to expand support. Upon submission of the required documents, the artist registration and income verification process will be conducted, and the funds are expected to be disbursed in September.
The announcement will be open for four weeks, and applications will be accepted for two weeks from the 21st to the 3rd of next month at the district offices where the artists’ resident registration is located. Both online and in-person applications will be accepted. For more details, please refer to the Seoul City or district office websites.

Yoo Yeon-sik, Head of the Seoul Metropolitan Government’s Culture Headquarters, said, “As COVID-19 has prolonged and artists continue to suffer damages, we have decided to conduct a second round of applications. We hope that with this Seoul Artist Livelihood Stabilization Fund, more artists can continue their artistic activities stably.”
