Goyang City Alleviates Parking Shortage with 'Goyang-style Parking Sharing System' Utilizing the Sharing Economy

[Asia Economy Reporter La Young-cheol] Goyang City in Gyeonggi Province announced on the 6th that it will officially implement the "Goyang-style Parking Sharing System," which adopts the sharing economy concept where multiple people use one item together.
According to the city, the plan is to alleviate parking difficulties by opening schools that are not used at night to share parking lots and renting out residential parking spaces that are vacant during the daytime to those in need through the parking sharing system.
To this end, a total of 90 shared parking spaces have been created, including 30 spaces at Wondang Elementary School, 29 spaces at Yongjeong Elementary School, and 31 spaces at Jeodong High School. After adding 35 spaces at Yuldong Elementary School this year, the city plans to operate shared parking lots at more than 16 school facilities starting in September.
Schools selected for the public contest project will receive facility support worth approximately 150 million to 200 million KRW to improve the parking environment. A compensation of less than 30,000 KRW per month will be paid for each opened parking space, and incentives will be provided to schools that excel in opening their facilities.
Residents using the shared school parking lots can use them free of charge from 6 p.m. on weekdays until 8 a.m. the next day, as well as on weekday and Saturday mornings.
Additionally, apartment complex parking lots that open 50 or more spaces will receive facility support worth about 25 million KRW to improve the parking environment, and parking fees collected from users can be used as revenue for the apartment complexes.
Private parking facilities will be leased in part or in full by the city and supplied to residents at public parking lot rates.
The city is recruiting participants for the shared parking lot project until the 28th, including two schools that will open parking facilities free of charge at night, eight apartment complexes that will open parking lots for a fee during the day, and at least two private facilities that will provide parking lots as public parking lot-type shared parking lots.

Mayor Lee Jae-jun said, "The Goyang-style parking sharing system is a system that compensates for the shortcomings of the existing parking sharing system, where moral hazard occurred due to unspecified multiple users," adding, "Only designated users can use the shared parking lots through user recruitment."
