Negligence by demolition supervisors was investigated in 27 cases. Site management and supervision were not properly conducted, including using demolition sequences or methods different from the demolition plan, poor installation status of vertical reinforcement members (jack supports) between upper and lower floors of buildings, and failure to write supervision logs.


The Ministry plans to request local governments to impose administrative measures such as fines on 55 of the 73 sites where violations were detected, targeting managers (38 cases) and demolition supervisors (39 cases).


Additionally, demolition supervisors who failed to properly manage the sites will be requested to have their demolition supervisor qualifications suspended for up to one year.


The Ministry plans to prepare improvement measures by discussing ways to enhance the quality of demolition plan preparation, introduce resident supervision, and significantly strengthen penalties for violations.


Minister Noh Hyung-wook emphasized, "We will identify necessary improvements to the overall demolition construction system to prevent recurrence of accidents like the one in Gwangju and prepare improvement measures based on voices from the field."
