Mayor Heo Seong-mu Welcomes the Passage of the 3·15 Uprising Special Act in the National Assembly
After 61 Years, Path Opens for Truth Investigation and Honor Restoration of Participants in the 3·15 Uprising
[Asia Economy Yeongnam Reporting Headquarters Reporter Park Saeyan] Changwon City in Gyeongnam announced on the 29th that the 'Act on the Restoration of Honor and Compensation for Participants in the March 15th Movement (March 15th Movement Special Act)' has passed the plenary session of the National Assembly.
The 'March 15th Movement Special Act' was proposed in September last year to investigate the historical truth of the March 15th Movement, which protested against the fraudulent election of the Lee Seungman regime in 1960, and to restore the honor of its participants.
Since then, Mayor Heo Seongmu emphasized the necessity of enacting the law, leading to its final passage in the National Assembly plenary session on this day.
So far, the mayor has delivered letters recommending the enactment of the bill to the National Assembly and the Ministry of the Interior and Safety to ensure the passage of the 'March 15th Movement Special Act,' and directly requested support from the chairpersons of the Administrative Safety Committee and the Bill Examination Subcommittee.
The enactment of the 'March 15th Movement Special Act' stipulates that the Past Affairs Settlement Committee for Truth and Reconciliation (Jinhwa Committee) will investigate the truth of the March 15th Movement in accordance with the Framework Act on the Settlement of Past Affairs.
To this end, it allows cooperation from related institutions such as national agencies and local governments.
It also stipulates the state's obligation to promote the March 15th commemoration projects and allows financial support from the state and local governments when projects related to the March 15th Movement are carried out.
The act also includes provisions allowing those who were sentenced guilty or acquitted related to acts connected to the March 15th Movement to file for retrial.

Mayor Heo said, "With the passage of the special law for truth investigation and restoration of honor for participants 61 years after the March 15th Movement, the status of democratic sacred ground Changwon has been elevated," adding, "We will cooperate with democratization organizations to promote the creation of the March 15th Democratic Plaza and do our best to support the truth investigation and restoration of honor for participants in the March 15th Movement."
