[Asia Economy Reporter Lee Gwan-joo] Ahead of the full implementation of the autonomous police system next month, Commissioner Kim Chang-ryong of the National Police Agency delivered a message stating that “we must go beyond institutionalizing reform and raise the ‘qualitative level’ of police activities to leap forward as a ‘respected and beloved police force.’”
According to the police on the 28th, Commissioner Kim posted a letter titled “A Letter from the Commissioner of the National Police Agency on the Occasion of the Full Implementation of the Autonomous Police System” on the internal police network that morning, saying, “We are on the verge of a ‘historic turning point’ with the full implementation of the autonomous police system. The public expects our police to provide enhanced community-based security services.”
Commissioner Kim emphasized, “The trust of the people is the reason for the police’s existence and its foundation.” He added, “Trust in the police leads to support and cooperation for improving police treatment, which in turn results in the expansion of security infrastructure such as personnel, budget, and legal authority.” He also expressed self-reflection regarding the still low public trust in the police. Kim said, “Despite our efforts, in the 2019 National Social Institutions Trust Survey, we were rated at the lowest level,” and reflected, “We must frankly acknowledge that public trust is still insufficient.”
Furthermore, Commissioner Kim stressed that the completion of ‘police reform’ lies in ‘people.’ He stated, “Only the empathy and internalized execution of change by all police officers can lead to substantial structural change and achieve true reform,” and urged, “We must all resolve to be reborn, boldly break away from deeply rooted old practices and outdated customs, and bring about genuine change that wins the hearts of the people.”
Commissioner Kim evaluated the autonomous police system as a turning point and said, “With the launch of the city and provincial autonomous police committees, I hope good policies will be created that enhance community-perceived security through residents’ participation and the integration of security administration and autonomous administration.” He added, “We must develop capabilities to be prepared to respond to any situation at any time.” He continued, “I will devote all efforts to improving working conditions on the ground so that my fellow officers can feel a sense of mission and pride as police officers and work confidently and with conviction.”
