Jungnang-gu Holds Residents' Assembly to Decide Neighborhood Projects for 2022
July 6-17 Resident General Meetings Held in Myeonmok 4-dong, Myeonmok 7-dong, Sangbong 1-dong, Muk 1-dong, and Sinnae 1-dong... Sharing Autonomy Plans Created by Resident Autonomy Committees, Open to All Residents in Pilot Neighborhoods
[Asia Economy Reporter Park Jong-il] Jungnang-gu (Mayor Ryu Kyung-gi) will hold a residents' general meeting from July 6 to 17 to decide on neighborhood projects to be promoted in 2022 in five pilot neighborhoods of the Seoul-type Residents' Autonomy Committee.
The "Seoul-type Residents' Autonomy Committee" is a neighborhood-level representative body where residents directly establish and implement autonomous plans related to local policies and budgets. Unlike the previous "Residents' Autonomy Committee," which only played an advisory role, this committee has actual decision-making authority.
At the residents' general meeting, the autonomous plans created by the Residents' Autonomy Committee are shared with residents and decided through voting. The final selected autonomous plans will be executed as projects by the neighborhood Residents' Autonomy Committee in the following year.
This general meeting will be held in the five pilot neighborhoods where the Seoul-type Residents' Autonomy Committee was launched last year. Starting with Muk 1-dong (With Us Jungnang) on the 6th, followed by Myeonmok 4-dong (Jungnang-gu Community Center) and Sinnae 1-dong (Piul Park) on the 10th, and Myeonmok 7-dong (Myeonnam Elementary School) and Sangbong 1-dong (Sangbong Middle School) on the 17th. Any resident living or spending time in these neighborhoods can participate.
The agenda for the meeting includes 6 to 14 projects per neighborhood, such as "Community Sharing Market with Residents" (Muk 1-dong), "Myeonchil Environmental Guardians" (Myeonmok 7-dong), and "Creating an Art Alley" (Sangbong 1-dong).
Previously, each neighborhood Residents' Autonomy Committee, since its launch in January last year, identified local issues through forming subcommittees and discovering agendas, and prepared projects to solve these problems.
The voting method combines early voting and on-site voting on the day. Early voting can be done by using the QR code on each neighborhood's website and posters or by visiting the neighborhood community centers.
On-site voting requires prior registration but same-day participation is also possible. Detailed schedules and participation methods can be found on each neighborhood community center's website.
Ryu Kyung-gi, Mayor of Jungnang-gu, said, "The power of local autonomy comes from the residents," adding, "We will actively support the activities of each neighborhood's Residents' Autonomy Committee to establish a stable foundation for residents' autonomy and help its successful settlement."

The district enacted the "Ordinance on Pilot Implementation and Establishment and Operation of Residents' Autonomy Committees" in 2019 and has been promoting pilot projects. Last year, projects such as "Raising Dream Trees" (Myeonmok 4-dong) and "Ecological Village Playground" (Sinnae 1-dong) were selected as 2021 implementation projects and are currently underway. The district plans to expand Residents' Autonomy Committee projects to all 16 neighborhoods by 2023.
